Salt Lake City Corp. is soliciting competitive sealed proposals from from qualified firms to provide on-call consulting and operational and maintenance services for SCADA and Telemetry equipment. Salt Lake City Corporation is soliciting competitive sealed proposals from from qualified firms to provide on-call consulting and operational and maintenance services for SCADA and Telemetry equipment at City-owned facilities. The services may include work at any of the three City-owned water treatment plants (WTPs), City Creek (CCWTP), Parleys (PWTP), and Big Cottonwood (BCWTP), and at remote locations throughout the water supply, distribution system, sewer collection, reservoirs, irrigation management, and stormwater systems. The services may be awarded to two (2) qualified firms. It is anticipated that work will be performed during normal business hours but may also require after-hour response in the event of emergencies. Due to the individuality and specialized needs of each facility, City reserves the right to assign a primary contractor for each facility. The selected contractor(s) shall assist and provide consulting services to identify and address critical issues at the facilities, including both hardware and software issues. This work may include field equipment and instrumentation monitoring and control signals to the PLC, communication network, and HMI software configuration. Work may also include SCADA consulting and planning services to ensure safe and reliable facility operations, integration services to implement recommended modifications, and other needs to be determined. The City has developed draft SCADA standards that should be incorporated into SCADA and telemetry work. These draft standards will be made available to the selected contractor(s). The Public Utilities Department operates three (3) drinking WTPs - (BCWTP, CCWTP, and PWTP), one (1) water reclamation facility (SLCWRF, not included in this RFP), water supply and distribution, sewer collection, irrigation management, reservoirs, and stormwater systems all with multiple remote sites. The SCADA control systems and telemetry systems at the City facilities are varied (see the Definitions section below). Because of the variety of hardware and software, and the varied telemetry at the facilities, the successful contractor must be versed in numerous hardware and software applications and interfaces.
