The Materials Innovation and Recycling Authority ("MIRA") seeks proposals for the transportation and disposal of all or portions of up to approximately four hundred and thirty thousand (430,000) tons of Municipal Solid Waste ("MSW") annually, for a period of up to five and one half years, commencing as early as January 1, 2022 and ending June 30, 2027. The CSWS consists of a Resource Recovery Facility located in Hartford which currently processes and combusts MSW to produce electricity through a waste-to-energy process, four transfer stations located in Torrington, Watertown, Essex and Ellington, and a Recycling Facility located at 211 Murphy Road in Hartford Connecticut. The CSWS serves the waste disposal needs of 47 municipalities which have entered into Municipal Service Agreements with MIRA which expire June 30, 2027 ("Municipal Service Agreements"). It also serves the needs of approximately 40 private waste haulers operating in the State under short term arrangements.
