The work session will begin at 5:30 p.m., followed by the voting session at 6 p.m. The link to view the live stream will be posted on the main page of the city's web site, wilkes-barre.city. Three resolutions submitted by Mayor George Brown are on the upcoming agenda: o Designating the playground at Barney Farms park "The Nathan Gray Playground" in honor of 8-year-old Nathan Gray who died earlier this month from cancer. o Entering into a lease-purchase agreement for two, 2022 Mack 20-yard garbage packmasters from Triple Cities Mack at a total cost of $359,870. The vehicles will be bought through the state's cooperative purchasing program COSTARS. o Filing a business plan and application for a $2 million Redevelopment Assistance Capital Program grant from the state for the King's College Times Leader Building Project on South Main Street. Brown said the state awarded the RACP grant to King's last year. The school is required to match the award. The city acts as the pass-through municipality for the grant. The RACP funding will be used to rehabilitate the former Times Leader building. Planned improvements include: abatement of hazardous materials and structural and interior improvements. King's said it will "convert the building into a facility to prepare career-ready candidates into high-paying in-demand professions in the health sciences." Calls afterward can be on any related Council matter. _________ The City of Wilkes-Barre is soliciting bids for the Former Times Leader Building Remediation Project located at 15 North Main Street, Wilkes-Barre, PA 18711. Bids will be received for the following prime contract(s): Contract No. 1: Former Times Leader Building Remediation Project Bidders are encouraged to provide their bids well in advance of the time listed above. All bids shall be enclosed in envelopes (inner and outer) both of which shall be sealed and clearly labeled with the words "Sealed Bid For The Former Times Leader Builidng Remediation Project", and the name and Prime Contract Number bid on, name of bidder and date and time of bid opening, in order to guard against premature opening of the bid. Facsimile bids will not be accepted or considered. All bids shall remain firm for sixty (60) days following opening of bids. Each contractor and each sub-contractor shall be licensed in the community where the work will occur. The Contract will be written to retain 10% for each request for payment. When the Contract is 50% completed, one-half of the amount retained shall be returned to the Contractor. However, the Architect must approve the Application for Payment. The Contractor must be making satisfactory progress and there must be no specific cause for greater withholding. The Owner-Contractor Agreement will be the Standard Form of Agreement between Owner and Contractor, AIA Document A101, 2017 edition. The Owner requires that all Bids shall comply with the bidding requirements specified in the Instructions to Bidders. The Owner may, at its discretion waive informalities in Bids, but is not obligated to do so, nor does it represent that it will do so. The Owner also reserves the right to reject any and all Bids. Under no circumstances will the Owner waive any informality which, by such waiver, would give one Bidder a substantial advantage or benefit not enjoyed by all other Bidders. Bonding companies for Performance and Payment Bonds must be listed in the U.S. Treasury Circular No. 570. A Bid Bond made payable to the City of Wilkes-Barre in the amount of 10% of the Base Bid shall accompany each bid, executed by the Contractor and a surety company licensed to do business in the Commonwealth of Pennsylvania, as a guarantee that, if the bid is accepted, the bidder shall execute the proposed contract and shall furnish and pay for a Performance and Payment Bond in the amount of 100% of the Contract Price as security for the performance of the Contract and payment of all costs thereof, upon execution of Contract. If, after fifteen (15) days the bidder shall fail to execute said Contract and Bond, the Bid Bond shall be forfeited to the Owner as liquidated damages. The Bid Bond of all bidders, except the three low bidders, will be returned within ten (10) days after the opening of the bids. The Bid Bond of the three low bidders for each prime contract will be returned within three days after the executed Contracts and required bonds have been approved by the Owner. The successful Bidder will be required to file a Stipulation against Mechanic's Liens prior to commencing work. Bidders attention is called to the fact that not less than minimum wages and salaries in accordance with the provisions of the Prevailing Wage Act 442 and contained in the contract documents, must be paid throughout the duration of this project. The Bidding Documents and Forms of Proposal may be examined at the following site during regular business hours: Quad Three Group, Inc., 37 North Washington Street, Wilkes-Barre, Pennsylvania 18701, telephone 570-829-4200, facsimile 570-829-3732. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, notional origin, handicap, or family status, and that to the greatest extent feasible utilize project area located in or owned I substantial part of project area residents. The selection of the successful bidder shall be made in the best interest of the City of Wilkes-Barre, as solely determined by the City, and bidders acknowledge this by submitting a bid. The City of Wilkes-Barre does not discriminate of the basis of race, color, national origin, sex, religion, age, family and handicapped status in employment or the provision of services. This project is funded by the Commonwealth of Pennsylvania acting through the Department of Community and Economic Development.
