Site work and new construction of a pre-engineered storage facility in Hortonville, New York. Working plans call for the construction of a 10,000-square-foot pre-engineered storage facility; and for site work for a pre-engineered storage facility.
**As of March 11, 2022, all bids were rejected due to overbudget. Project will be rebid but anticipated date and time is not yet determined. The Project includes the construction of a 10,000 sf pre engineered metal building with all utilities provided. Attention is called to the fact that this project is, in part, funded by a grant from the NYS Climate Smart Community (CSC). For this project, the State has established a M/WBE participation goal of 30% of the grant award ($1,859,890) for eligible project costs. Eligible project costs are indicated in the Work Items Description section of this document. The successful bidder must submit, either with their bid or within seven (7) business days of notification of selection, an M/WBE Utilization Plan, Contractors Solicitation Log and documentation that NYS Certified Minority and Women-Owned Business Enterprises (M/WBEs) were contacted during preparation of said bid. Participants that do not submit the M/WBE Utilization Plan, Contractors Solicitation Log and evidence of their good faith efforts will be deemed non-responsive and their bid may be rejected. Evidence of good faith efforts is contact by certified mail, follow-up with phone contact and a written summary of all contacts and results. Review and acceptance of the bid summary and all M/WBE documentation by the NYSCSC is required prior to the award of a contract to the lowest bidder. Project Completion date is November 15, 2023 Complete digital sets of Bid Documents may be obtained online via download for a one hundred dollars ($100.00) non-refundable deposit, in the form of CREDIT CARD. Any Addenda will be emailed from bidding service. At the bid opening the Contractor must supply a BID GUARANTEE of not less than five percent (5%) of the TOTAL AMOUNT of the bid submitted. See Item 6 in Instructions to Bidders. Bidders are advised that Labor and Material and Performance Bonds, each in the amount of 100% of the contract prices, as well as a Certificate of Insurance demonstrating required coverage, shall be provided by the successful bidder(s). In addition, the successful bidder(s) shall provide a oneyear maintenance bond in the amount of 100% of the contract price at the completion of work. The bidder(s), and /or significant subcontractor(s), shall have the requisite experience to perform the project work. Bidder(s) and subcontractor(s) shall provide a list of similar projects on-going and/or completed over the last ten (10) years with their bid. Those bidders lacking adequate experience will be deemed non-responsive and are encouraged to not submit a bid. This public works contract requires that not less than the minimum salaries and wages set forth in the Contract Documents (see Exhibits) must be paid on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, religion, sex or national origin. The Contractors must also be aware that they must comply with the State wage rates under New York State Department of Labor PRC# 2021004678 All bidders are subject to the terms of the NYS Master Contract for Grants Standard Terms and Conditions and Attachment A-1 Agency Specific Terms and Conditions, included hereto as Exhibit A to the Project Specifications. The Town of Delaware has been, and will continue to be an equal opportunity organization. This public works contract requires that all Contractors comply with Labor Law 220, Section 220- h, which requires that for all public work projects of at least $25,000.00, all laborers, workers and mechanics on the site be certified as having successfully completed the OSHA 10-hour construction safety and health course. The Contractor must also be aware that in conformance with Workers Compensation Law 57, contractor must provide either form CE-200 (Certificate of Attestation of Exemption from NYS Workers Compensation and/or Disability Benefits Coverage), or form C-105.2 (Certificate of Workers Compensation Insurance), or form SI-12 (Certificate of Workers Compensation Self-Insurance) Bidders are responsible for the timely delivery of their Bid proposal to the proper department as indicated in this Invitation to Bid. Bid proposals received after the date and time specified in the Invitation shall be considered unresponsive and will be returned to the Bidder unopened. The Town of Delaware does not accept bids by FAX. The Owner reserves the right to reject any and all Bids or waive any informality in the Bidding. Bids may be held by the Owner for a period not to exceed forty-five (45) days from the date of the openings of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding the Contract.
