Site work for a civil project in Cooperstown, New York. Completed plans call for site work for a bridge / tunnel; and water / sewer project.

The project entails the replacement of an existing cast-in-place concrete culvert with a new precast concrete culvert on Grove Street in the Village of Cooperstown, NY. The project will also entail installation of sanitary sewer main and water main. Base Bid Work for the project generally includes, but is not limited to: Installation of new 8 sanitary sewer mains on Grove Street between Main Street and Glen Avenue. Demolition, removal, and disposal of the existing cast-in-place concrete Grove Street culvert. Installation of new 8 HDPE water main under the new culvert. Installation of a new fire hydrant assembly. Installation of a new pre-cast concrete culvert (5-9 clear opening upstream end to 7-6 clear opening downstream end by 8 opening width by 40 average length) with pre-cast concrete footings and wing-walls. Installation of new rip-rap stone to protect the footings and wing-walls of the new culvert from scour. Installation of new pressure-treated timber guard-rails. Installation of new concrete sidewalk over the new culvert. On-site construction shall be completed by December 31, 2021. The Village anticipates awarding the work at its June 28, 2021 Board meeting. This project has been funded, in part, by The Climate Smart Community Grant Program, Title 15 of the Environmental Protection Fund through the NYS Department of Environmental Conservation. The contractor shall abide by all requirements of this funding program throughout the course of the project, including, but not limited to, posting a project sign on-site for the duration of the project. The Climate Smart funded portion of this construction project has a set goal of 0% MWBE participation. The contractor must submit a utilization plan detailing the intended MWBE participation. The contractor shall make a good-faith effort to solicit participation for portions of the project to certified MWBE contractors or suppliers. See Exhibit D of this Specification Book for Climate Smart Program requirements. This is an exempt capital improvement project, and Bidders shall not include taxes in the cost of materials which are to be incorporated into the work, and which are to be separately sold by the Contractor to the Village of Cooperstown prior to incorporation into the work of the Contract. Bidders are advised that Labor and Material and Performance Bonds, each in the amount of 100% of the contract price, as well as a Certificate of Insurance demonstrating required coverage, must be provided by the successful bidder. In addition, the successful bidder shall provide a one-year maintenance bond in the amount of 100% of the contract price upon completion of the work. At the bid opening the Contractor must supply a BID GUARANTEE of 5 percent of the TOTAL AMOUNT of the base bid submitted. See Item 6 in Instructions to Bidders. Attention is called to the fact that not less than the minimum salaries and wages set forth in the Contract Documents (see Exhibits) must be paid on this project and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, religion, sex, or national origin. Contractors must also be aware that they will be required to comply with the State Wage Rates under New York State Department of Labor PRC# 2019006529 (online), as well as Labor Law 220, section 220-h, which requires that on all public work projects of at least $250,000.00, all laborers, workers, and mechanics on the site be certified as having successfully completed the OSHA 10-hour construction safety and health course (NYSDOL requirement for all contracts bid after July 18, 2008). Bids may be held by the Owner for a period not to exceed forty-five (45) calendar days from the date of the opening of the Bids, for the purpose of reviewing the Bids and investigating the qualifications of the Bidders prior to the subsequent approval of the selected Bid (or Bids) and the related documents by the owner. Bid proposals received after the date and time specified in this Invitation shall be considered unresponsive and will be returned to the Bidder unopened. The Owner reserves the right to reject any and all bids, or waive any informalities in the bidding, without explanation, and to select the Bid, the acceptance of which, in the Villages judgement, will best assure the efficient performance of the work.
