INTRODUCTION: Provide all professional architectural and engineering (A/E) services necessary to develop complete drawings, specifications, cost estimates, project phasing site visits and construction period administration associated with renovating Building 3 (Maple) for Clinical Administration on the Edward P. Boland campus of the Central Western Massachusetts Healthcare System. B. CONTRACT INFORMATION: The VA Medical Center Central Western Massachusetts located in Leeds, MA has a requirement for a Firm Fixed Price contract to provide professional Architect/Engineer (A/E) Design Services to develop complete drawings, specifications, cost estimates and construction period administration for the 631-21-012 Renovate Maple (3) Building for Clinical Administration project. The Magnitude of Construction is between $1,000,000 and $5,000,000. This acquisition is a Total Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) in accordance with VAAR 852.219-10 with NAICS Code 541330. Any subsequent award will require the firm to be registered in System for Award Management (SAM www.sam.gov) and the VETBIZ Vendor Information Pages (https://www.vip.vetbiz.va.gov/). VETBIZ will be used to determine SDVOSB/VOSB Status, therefore, firms need to be registered with the applicable NAICS Code of 541330 at the time SF330 s are submitted. Prospective firms are reminded that in accordance with FAR 52.219-14, Limitations on Subcontracting, at least 50 percent of the cost of personnel for contract performance shall be spent for employees of the concern. SF330 packages shall address how each firm anticipates meeting these criteria. This requirement is in accordance with the Selection of Architects and Engineers as implemented in Subpart 36.6 of the Federal Acquisition Regulation and Subpart 836.6 of the VA Acquisition Regulation. All submissions will be evaluated in accordance with the evaluation criteria. A "short list" of the three most highly rated after initial source selection will be chosen for negotiations of a contract award. Specialized experience and technical competence ADA/ABAAS and infection control compliance. Work shall include networking structured cabling, electrical distribution upgrades, electrical bonding, building management systems/building automation systems (BMS/BAS), HVAC, electronic and physical security upgrades, and all such systems and components as may be necessary to achieve project goals. Other specialized experience to include: critical path scheduling project phasing to maintain hospital operations during construction fire protection construction infection control protocols energy conservation sustainable design practices Include Government Specialized experience and technical competence in the design of office space with and private experience on projects similar in size, scope and complexity. Professional qualifications Professional qualifications necessary for satisfactory performance of required services The architects and engineers on the firm s staff representing the project or signing/stamping drawings in each discipline must possess a minimum of five (5) years of experience and are required to be licensed, registered or certified by a US state, the District of Columbia or a US territory.A Provide professional license jurisdiction of issue and license numbers and/or proof of licensure. At a minimum, the offeror shall describe the professional qualifications and not less than five (5) years of experience in the required disciplines. Disciplines required for this project include, but are not limited to:A Architecture, Mechanical, Electrical, Plumbing, Structural, Civil, Fire Protection, Hazardous Material Abatement/Industrial Hygiene, Physical Security, Cost Estimation, and Project Management. The evaluation will consider education, certifications, training, registration, overall and relevant experience and longevity with the firm.
