EHRM Infrastructure Upgrades Construction - Central Western Massachusetts - DBB In accordance with 38 U.S.C. _ 8127 (Public Law 109-461), this project is a competitive Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. The contractor shall provide all tools, equipment, materials, labor, supervision, personnel, and shall do all things necessary that will result in the completion of the EHRM Infrastructure Upgrades construction project, in accordance with the attached Specifications and Drawings. This project is located at the: Edward P. Boland VA Medical Center 421 N Main Street Leeds, MA 01053 VAAR Magnitude of Construction: $20,000,000 to $50,000,000 BASE BID: Work includes general construction, alterations, site work, mechanical work, electrical work, necessary removal of existing construction and certain other items. The EHRM Infrastructure Upgrades project at the Edward P. Boland VA Medical Center will require the Contractor to completely prepare the Edward P. Boland VAMC buildings for operations, including demolition and removal of existing structures, and furnish labor and materials and perform additions and interior renovation work for the EHRM Infrastructure Upgrade. The Contractor will be responsible for all facets of construction management and construction work and the management of subcontractors to facilitate a construction project to upgrade the facility infrastructure to support the new Electronic Health Record Modernization (EHRM) system in accordance with VA OEHRM Site Infrastructure Requirements. Project Building locations for work include but not limited to Buildings 1, 1EA, 1WA, 1C, 2, 3, 4, 4A, 5, 6, 6A, 7, 7A, 8, 8A, 9, 11, 12, 12A, 13, 14, 16, 20, 22, 25, 26, 28, 29 Pump House, 60, 65 BID GUARANTEE: A Bid Guarantee, Standard Form 24 (SF 24), is required in an amount not less than 20 percent of the proposal price but shall not exceed $8,000,000. Failure to furnish the required bid guarantee in the proper form and amount, by the time set for receipt of proposals, may result in the proposal being deemed unacceptable. Copies of the SF 24 may be obtained from http://www.gsa.gov/portal/forms/type/TOP. PAYMENT & PERFORMANCE BONDS: The offeror to whom award is made will be required to furnish two bonds. A Payment Bond shall be provided on Standard Form 25A (SF 25A) and a Performance Bond shall be provided on Standard Form 25 (SF 25). Both bonds shall be submitted in accordance with FAR 52.228-15 Performance and Payment Bonds - Construction. Copies of SFs 25A and 25 may be obtained from http://www.gsa.gov/portal/forms/type/TOP. This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Offers received from other than SDVOSB concerns will not be considered. All SDVOSBs must be listed as "verified" by the Small Business Administration (SBA) Veteran Small Business Certification (VetCert). Offerors must be verified and visible in the SBA VetCert database (Veteran Small Business Certification (sba.gov)) at TIME OF SUBMISSION OF PROPOSALS AND TIME OF AWARD. Failure to be BOTH visible and verified at the time of proposal submission and time of award will result in the offeror's proposal being deemed unacceptable and ineligible for award.
