Failure to submit a completed Inclusion Plan as required on the Plan will result in a determination that the Bid is non-responsive and the Bid will be rejected. The Bidder's completed Inclusion Plan will be awarded points based on how well the Inclusion Plan demonstrates the Bidder's commitment to make affirmative efforts to establish and meet reasonably achievable goals for WMBE utilization. In order to be considered responsive, the Bidder's Inclusion Plan must receive at least the minimum number of points as detailed on the Plan to be considered responsive.
