Renovation of a mixed-use development in Salt Lake City, Utah. Completed plans call for the renovation of a data center facility.

INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the EHRM Infrastructure Upgrades at The George E. Whalen Veterans Affairs Medical Center (VAMC) located in Salt Lake City, Utah. PROJECT DESCRIPTION: The George E. Whalen Veterans Affairs Medical Center (VAMC) is seeking a Contractor for A/E and Construction Services necessary for construction of the project described. Contractor will furnish all necessary design-build services to include site investigation, preparation of phased drawing submittals (professionally stamped by A/E hired by contractor), construction period services, commissioning in accordance with VA Master Construction Specifications, testing / special inspections in accordance with VA Master Construction Specifications. Contractor will provide all equipment, labor, materials, tools, and supervision to perform a Two-Step Design-Build (D-B) and construction for the NRM Project: EHRM Infrastructure Upgrades Data Center Salt Lake City UT, located at 500 Foothill Drive, Salt Lake City, UT 84148 on the George E. Whalen Department of Veterans Affairs Medical Center campus. PROCUREMENT INFORMATION: The proposed project will be a competitive, firm-fixed-price contract for design-build services outlined in FAR Part 36.3 Two Phase Design-Build Selection Procedures. The North American Industry Classification System (NAICS) code 236220 (size standard less than $39.5 million) applies to this procurement. This project is planned for advertising in June 2021. The estimated cost of construction for this project is between $500,000 and $1,000,000. IN ACCORDANCE WITH 38 U.S.C 8127 (PUBLIC LAW 109-461), THIS PROJECT IS A COMPETITIVE SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE. THIS PROJECT WILL BE PROCURED USING THE TWO-PHASE DESIGN-BUILD PROCEDURES. THE CONTRACTOR IS TO PROVIDE DESIGN AND CONSTRUCTION SERVICES TO UPGRADE THE EHRM INFRASTRUCTURE AT THE GEORGE E. WHALEN VAMC IN SALT LAKE CITY, UT. THE LOCATION OF THE PROJECT IS: 500 FOOT HILL BLVD SALT LAKE CITY, UT 84148 THIS PROJECT MUST BE COMPLETED IN ACCORDANCE WITH THE STATEMENT OF WORK, SPECIFICATIONS, AND SUPPORTING ATTACHMENTS INCLUDED IN THE SOLICITATION PACKAGE. NAICS CODE: 236220 ($39.5M) The Offeror may submit any questions with regard to this report by email to NDAA1290Cert@state.gov. To the extent feasible, the Department of State will respond to such email inquiries within 3 business days. During Phase Two of the Two-Phase Design Build solicitation process, the Contractor is required to fill in their pricing on the above price schedule. Pricing is not to be submitted in Phase I. 2. Phase II pricing shall be submitted in whole dollar values. Please do not include pricing in cents, (i.e. $0,000.37). 3. The Offeror shall furnish all labor, material, equipment, etc., necessary to perform all work in strict accordance with the terms and conditions set forth in the contract to include all attachments thereto. 4. Contractor is required to fill in their Unique Entity Identifier in Block No. 14 on Standard Form (SF) 1442. 5. PLEASE NOTE: The Contractor agrees to attend any Post Award conference convened by the contracting activity or contract administration in accordance with Federal Acquisition Regulation subpart 42.5. Page of36C77622R0058 INFORMATION REGARDING BIDDING MATERIAL, BID GUARANTEE AND BONDS 1.1 PROPOSAL MATERIAL: Proposal materials consisting of the statement of work, specifications, other attachments, and contract forms are included and/or attached as part of this Request for Proposal. The VA will not provide printed copies of the specifications or solicitation documents. It is the responsibility of the offeror to obtain the proposal materials in a time and manner sufficient to respond to this solicitation by the specified due date. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
