Final Day to Submit Questions July 2, 2021 Final Day to Respond to Questions July 9, 2021 Proposals Due July 16, 2021, 3 PM Interviews August 4, 2021 City CM/GC Recommendation and Notification August 6, 2021 Contract Negotiations (Pre-Construction Only) August 6 to August 18, 2021 City Council Award CM/GC Contract August 18, 2021 In accordance with Utah Administrative Code 63G and all applicable rules and regulations, Payson City is soliciting proposals from qualified Construction Manager/General Contractor (CM/GC) interested in submitting qualifications and costs for Process Improvements and Expansion of the Payson City Wastewater Treatment Plant. It is Mandatory that all interested parties attend the Pre-Proposal Meeting for the project as described in the documents. Question Submission Close Date 6/25/2021 5:00 PM MDT Payson City currently collects and treats all wastewater for all the incorporated area of Payson City by means of collection lines, trunk lines and lift stations as well as the cities of Elk Ridge and Woodland Hills. With the anticipated growth in the south end of Utah County and throughout Payson City, there is a need for the existing wastewater treatment plant to be expanded and updated. The existing plant is not able to meet the requirements from the State of Utah Department of Water Quality standards that have been imposed and the plant needs to be updated to also handle flows when a component of the plant goes down and still meet these limit requirements. The plant also needs to be able to treat the existing flow and meet the additional flows that will come with population growth in the City. The new plant must be completed and treating the flow to meet the State's nutrient requirements by October 1, 2024. A Capital Facilities Plan Amendment, prepared by Forsgren Associates, dated April 2021, has been completed and submitted to the Division of Water Quality for their review and outlines as Alternative 10 the plant improvements that are anticipated to be constructed and implemented as part of this project to meet the nutrient and flow requirements for growth. Refer to the Capital Facility Plan Amendment included as Appendix A. Information and requirements such as schedule included in this request for proposal supersede information in the Capital Facilities Plan Amendment.
