Site work, paving and new construction of a mixed-use development in Payson, Utah. Working plans call for the construction of a four-story above grade, 79-room municipal facility; for site work for a municipal facility; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The Proposed Project Area will be situated on approximately 6.17 acres zoned S-1: Highway Service located entirely within a Zone AE and Federal Flood Risk Management Standard (FFRMS) floodplain. If implemented, the Proposed Project will convert or affect approximately 6.17 acres of floodplains with a 1% annual chance of flooding and a 26% chance of flooding over the life of a 30-year mortgage. In accordance with Executive Order 11988, Floodplain Management, the purpose of this notice is to inform the public of this proposed conversion or effect and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts.
