Airfield Pavement Rehabilitation and Pavement Marking, including crack repair, crack sealing, pavement removal, asphalt paving, pavement marking, temporary airfield markers, and other associated items of work. Bids shall be accompanied by either a combined "Bid Guaranty and Contract Bond" for 100 percent of the bid; or by a certified check, or a cashier's check, on a solvent bank in the amount of 10 percent of the bid. If a check is submitted, a separate Contract Bond for One Hundred percent (100%) of the amount of the contract, with a satisfactory surety or sureties, will then be required from the successful bidder for the faithful performance of the work. Work will be subject to the following federal requirements included in the Special Provisions Civil Rights -General; Civil Rights -Title VI Assurances; Federal Fair Labor Standards Act; Occupational Safety and Health Act of 1970; Access to Records and Reports; Buy American Preferences; Disadvantaged Business Enterprises; Energy Conservation Requirements; Tax Delinquency and Felony Convictions; Trade Restriction Certification; Veteran's Preference; Copeland "Anti-Kickback" Act; Davis Bacon Requirements; Distracted Driving; Affirmative Action Requirements; Equal Employment Opportunity (EEO); Prohibition of Segregated Facilities; Procurement of Recovered Materials; Termination of Contract; Debarment and Suspension; Contract Work hours and Safety Standards Act Requirements; and Safety and General Construction Requirements. Attention of the bidder is also called to the statutory requirements of the State of Ohio relative to licensing of corporations organized under the laws of any other state. Title VI Solicitation Notice. (Source: Appendix 4 of FAA Order 1400.11, Nondiscrimination in Federally-Assisted Programs at the Federal Aviation Administration). The Morrow County Commissioners, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin inconsideration for an award. Award of work, if it is awarded, will be made to the lowest and best bidder whose proposal complies with all requirements prescribed. The right is reserved to waive any informalities or technical defects, as the interests of the Morrow County Commissioners may require, or to reject any or all proposals. No award will be made if it exceeds the Engineer's Estimate by more than 10 percent. After the award of the Contract to the successful bidder(s), the Contractor shall not proceed with any work on the site until they have received a signed contract and a Notice to Proceed from the Owner, who will secure a grant from the Federal Aviation Administration in August or September of 2021. Upon execution of the agreement, the contractor shall order materials and take other preparatory steps required to begin work. Notice to Proceed will be issued after a Pre-Construction Conference has been held and the approved materials have been received by the Contractor. It is anticipated that a Notice to proceed will be issued for Base Bid work in the Fall of 2021. All work, except sealing and final pavement markings, must be accomplished within 12 consecutive calendar days of the contract start date that will be listed in the Notice to Proceed. Final pavement markings must be completed within 2 addition consecutive calendar days, and sealing must be completed in 1 addition calendar day. BIDDER(s) agree to pay as liquidated damages, the sum of $1,500 per day for each consecutive calendar day thereafter that work remains incomplete, as provided in Section 80-08 of the General Provisions.
