The City of North Miami Beach ("City") invites qualified Design-Builders to submit a Request for Qualifications ("RFQ") to provide Design-Build Services for the Norwood-Oeffler Water Treatment Plant Phase 2 - Rehabilitation and Upgrade. Q & A deadline: Jul 09, 2021 2:00:00 PM EDT Services will be provided under a contract with negotiated fixed fees for the assessment of the needs for the rehabilitation and improvement projects, selection and evaluation of design alternatives and requirements, development of construction sequencing and project phasing needed to maintain plant operations and reduce construction cost, final design, permitting, project management, overhead, profit, and development of a guaranteed maximum price with appropriate surety bonds. Services will also include, but not limited to, engineering investigations, site planning, cost estimating, advertising and administration of subcontracts, start-up, preparation of O&M manuals, training, and all related work required for a complete project. The successful Design-Build Firm will provide a Team that has successfully completed projects of similar size and complexity, has the resources to simultaneously design and construct multiple projects, and has the experience and knowledge of the requirements to complete treatment plant projects while maintaining 24/7 treatment plant operations. The scope of the design-build contract will include the rehabilitation of existing facilities and construction of new facilities identified in the design criteria package. In July 2017, CH2M HILL / JACOBS commenced the operation and maintenance of the WTP and completed several rehabilitation and upgrade projects; including an upgrade of the Nano filtration and reverse osmosis treatment process that increased the treatment capacity 41 MGD. Nevertheless, the LS WTP has only been expanded but never rehabilitated. Considering its history and its length of service compared to the average life of a similar asset, the repair and upgrade of the LS WTP warranted.
