Q&A Deadline 06/30/2021 5:00 PM (PDT) This Request for Proposals (RFP) solicits consultants to provide professional services to complete environmental clearance, final engineering, and construction support for the Florin Road Vision Zero Safety Project. The project is in the City of Sacramento on Florin Road between 24th Street and Munson Way. Improvements identified for the corridor include bicycle lane gap closures, upgrading existing bike lanes to protected bike lanes, sidewalk improvements, pavement repair, new traffic signals, and additional controlled crossings of Florin Road. As required by federal law, Caltrans has established a statewide overall Disadvantaged Business Enterprise (DBE) goal. In order to determine whether that statewide goal is being met, Caltrans is tracking DBE participation on all federal-aid contracts administered by cities, counties and other local agencies. To assist bidders in ascertaining DBE availability for specific items of work, the City advises that it has determined that DBEs could reasonably be expected to complete subcontracting opportunities on this project, and their likely availability for work on this project is 15 percent. Proposers must engage project participation of DBEs in the specified percentage above or demonstrated Good Faith Effort (GFE) to do so in the event they are unable to meet the required level of DBE participation on the project.
