The Galveston County Water Control and Improvement District No. 1 (District) is requesting bids for the rehabilitation and repainting of the 350,000 gallon elevated water storage tank and the 508,000 gallon ground water storage tank at the Lobit Water Plant located at 3402 Lobit Drive, Dickinson, Texas 77539. The work to be performed under this project includes the rehabilitation, repainting and structural steel repairs of each water storage tank. Only one tank will be able to be out of service for rehabilitation at a time. A roll call will be initiated at the beginning of the pre-bid conference to confirm the phone conference attendees. Attendance at the Pre-Bid Conference is non-mandatory. After the Pre-Bid Conference, the District will host a site visit for any potential bidder at the Lobit Water Plant located at 3402 Lobit Drive, Dickinson, Texas 77539. It shall be each bidder's sole responsibility to carefully inspect the site and all pertinent parts and devices on each tank to ascertain the quantity of surface preparation, necessary repairs, and painting required to clean the tanks properly, paint, repair and place the tanks back into operation in accordance with the contract documents. It shall be understood and agreed that all such factors have been thoroughly investigated and considered in the preparation of the bid submitted. In addition, the information on the tanks provided in Appendix B of the Contract Documents is general in nature and should not be relied upon to determine bid quantities or other bidding factors. A cashier's check or Certified Check from a Texas Bank, or acceptable Bid Bond from a reliable surety company authorized to do business in Texas, payable to the OWNER, in an amount not less than 5% of the maximum Bid price submitted, must accompany each Bid as a guarantee that, if awarded the contract, the bidder will enter into a Contract and execute Bonds on the forms provided in the Contract Documents. The Bidder's deposit shall be forfeited and become the property of the OWNER in the event the Bidder neglects or refuses to enter into a contract and to furnish bonds acceptable to the OWNER after receipt of Notice to Award from the OWNER. The successful Bidder must furnish PERFORMANCE and PAYMENT BONDS on the forms furnished with the PROPOSAL, in the amount of 100% of the total contract price, from a surety company holding a permit from the State of Texas to act as surety. The surety company must have a minimum Best Key Rating of "B", or if the surety company does not have such a rating due to the length of time it has existed, the surety company must be eligible to participate in the surety bond guarantee program of the Small Business Administration and must be an approved surety listed in the current U.S. Department of Treasury Circular 570, and must meet all of the related rules and regulations of the Treasury Department. The surety company and the agency or agent issuing the PAYMENT and PERFORMANCE BONDS must be authorized to issue and sign PAYMENT and PERFORMANCE BONDS in Texas in an amount equal to, or greater than, the total Contract price. The Galveston County Water Control and Improvement District #1 reserves the right to reject any or all bids, to waive any informalities in the bidding and to accept any bid which it deems advantageous to the District. Each bidder agrees to waive any claim it has or may have against the District, the Engineer, and their respective employees, arising out of or in connection with the administration, evaluation or recommendation of any bid. Bids may be held by the Galveston County Water Control and Improvement District #1 for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. The work to be done under the contract documents shall consist of the following:Lobit Water Plant Storage Tanks Rehabilitation The CONTRACTOR shall furnish all labor, superintendence, machinery, equipment and all materials necessary to complete this project in accordance with the contract documents. Each bidder shall fully inform himself of the construction and working conditions under which the work will be performed. Bidders shall inspect the site and thoroughly familiarize themselves with the full bid documents including technical specifications and plans. Failure to do so will not relieve a successful bidder of his obligation to perform the work in accordance with contractual requirements. It is understood that the bid prices shall include the furnishing of all superintendence, labor, material, machinery, equipment, tools, transportation, services and other means of construction, including parts, incidentals and appurtenances, as necessary to complete the work in accordance with the contract documents, technical specifications and plans The project includes the rehabilitation and repainting of the 350,000 gallon elevated water storage tank and the 508,000 gallon ground water storage tank at the Lobit Water Plant. The work to be performed under this project includes the rehabilitation, repainting and structural steel repairs of each water storage tank. Only one tank will be able to be out of service for rehabilitation at a time. Containment is required during exterior abrasive blasting operations to protect the environment. The existing protective coating systems on both storage tanks contain less than 1% lead by weight.
