The City of Gahanna is requesting technical proposals for development and administration of the City's 2021-2023 Sidewalk Maintenance Programs Should discrepancies or omissions be found in this RFP or should there be a need to clarify this RFP, questions regarding this RFP must be put in writing and received by the City contact person identified in Section XVI no laterthan June 18, 2021. Inquiriesreceived afterthe date and time stated will not be accepted. Each year a new Program Area will be established by the City of Gahanna. The Program Area will be a selection of streets previously maintained through Gahanna's Street Program. Inspections will be conducted within the Program Area to determine whether existing walkways meet Sidewalk Maintenance Guidelines. Adjoining property owners whose walkways need repair or replacement will be notified by mailer. The City will repair or replace sidewalks through the Sidewalk Maintenance Program unless the adjacent property owner "opts out" of the Sidewalk Program and fixes their sidewalk within the defined time frame. Through the process described in Ohio Revised Code Chapter 727, property owners will be assessed the cost of sidewalk maintenance borne by the City. The City of Gahanna is requesting technical proposals from firms for assistance with the City's Sidewalk Maintenance Program. The Successful Proposer will enter contract negotiations with the City of Gahanna for a multi-year services contract with annual re-authorization. The City reserves the right to reject any or all Proposals, in whole or in part, or to accept or reject all or any part of any Proposal. Proposals deemed to be received from debarred or suspended Vendors will be rejected. The City may reject any Proposal that is not responsive to all the material and substantial terms, conditions, and performance requirements of this RFP. The City further reserves the right to award all, part, or none of the components/functional areas included in this RFP.
