Market St. Box 537, Municipal Building St. Clairsville, OH 43950 740-695-0156 Method of Bidding will be as follows: UNIT PRICE CONTRACT for construction of the CITY OF ST. CLAIRSVILLE - EAST END BELMONT COUNTY WATER CONNECTION AT ST. CLAIRSVILLE EAST CORPORATION LINE including installation of 750 LF of 8-inch PVC water main by open trench methods; removal of an existing pump station and master meter pit; replacement of existing horizontal split case pumps at water plant booster station; installation of a new precast concrete master meter vault complete with ductile iron piping and valves, strainer, master meter, reduced pressure zone (RPZ) backflow protection, solenoid control valve and associated appurtenances; a chemical feed building; making tie-ins to existing water mains; restoration of disturbed areas; and other work necessary to provide a complete operational water connection from the Belmont County Water and Sewer District water system to the City of St. Clairsville water system as described in the Contract Documents. The above stated deposit is required before the documents can be made available. Bidders who submit a Bid must be a Plan Holder of record at the Engineers Office. Bids will be accepted from only those Bidders who obtain Documents from the Engineers office. The City of St. Clairsville reserves the right to reject any or all bids, to waive any informalities in the bids received, and to accept any bid or combination of bids which is deemed most favorable to the City at the time and under the conditions stipulated. The City of St. Clairsville further declares that it will award the contract for this project to the lowest and best bid, which may not necessarily be the lowest bid. Bidders must comply with the following: A. Domestic steel use requirements as specified in Section 153.011 of the Ohio Revised Code apply to this project. Copies of Section 153.011 of the Revised Code can be obtained from any of the offices of the Department of Administrative Services. B. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governors Executive Order of 1972, and Governors Executive Order 84-9 shall be required. C. Government Business and Funding contracts in accordance with Ohio Revised Code 2909.23. D. All work done under this Contract is subject to State of Ohio Requirements concerning the payment of the state prevailing wage rates. This project is being financed in part with funds from the GOA/ARC. Should any Bid be rejected, such Bid Guaranty will be forthwith returned to the Bidder, and shall any Bid be accepted, such Bid Guaranty will be returned upon the proper execution and securing of the contract. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. No Bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
