36C77623B0007 VA Northern California Health Care System July 28, 2022 Page 4 of 4 STATEMENT OF WORK CORRECT BUILDING 700 ROOFING DEFICIENCIES 612A4-18-208 General Intent The purpose of this project is to correct building 700 roofing system with new roofing materials and sub materials on the VANCHCS Mather campus. Contractor shall furnish all labor and materials needed to perform all demolition, replacement, installation, and commissioning whereas demolition, replacement, installation, and commissioning are to be completed in at least three phases or stages as justified by this scope located at the Mather VA Medical Center as required by specifications. Visits to the site by bidders may be made only by appointment with the Contracting Officer for the project. Location of Work: The geographic location for construction service(s) are the following areas: Mather VA Medical Center/Sacramento VA Medical Center (SMC) 10535 Hospital Way Bldg. 700, Mather, CA 95655 This project shall be completed within 200 calendar days from the notice to proceed. Photos provided are for information purposes only, contractors are to field verify when visiting the site. Scope of Work Contractor shall furnish all labor, material, equipment, and supervision for the selective demolition, installation of roofing of Bldg. 700, and/or other corrections noted for the locations described therein. Contractor shall ensure all services performed by fully qualified/ certified and trained personnel of the manufacturer of the product(s). Individuals completing the work shall possess the necessary skills and experience with the devices/ hardware/ controls to perform the work as described in this SOW (statement of work). Contractor shall provide new roofing system equivalent to the Ketone Ethylene Ester interpolymer (KEE) roofing system as described in TABLE 1. Contractor shall provide a new roofing system to replace the existing roofing system of approximately 17,000 square feet. All devices and equipment in TABLE 1 are to be considered the base standard of product quality . Contractor will have the option to substitute items and this shall be clearly detailed in the contractor s proposal in addition to a fume/odor control plan which shall be provided to the contracting officer representative (COR) prior to construction. Contractor shall provide all demo including: Removing all debris and preparing roof for complete and total roof replacement and including cleaning / prepping entire roof surface. Repair and re-roof around all roof drains without deviating from original sloping to allow runoff to travel toward the at least six inlets. Contractor shall provide crane lift plan to include: a description of the job followed by load charts or crane profile, applicable rigging diagram, signals and/or communication to be used, rigger designation, wind and environmental factors, diagram of crane set up and swing area, notable hazards and precautions, access requirements, crane and operator certifications, and appropriate permit(s) and operations required by the local agencies including the Federal Aviation Administration (FAA). Roof Demolition:A Contractor shall provide and demolish roofing to requirements outlined below using a phasing or sectioning approach to include an exposure allowance of no more than 14 days in total: A Work vehicles shall be staged in approved gravel lot or furthest employee parking lot from work location. Remove approximately 17,000 square feet of damaged sub-material, as approved by the COR.A 3. Repair damaged mechanical curbs which contain metal caps where necessary for installation of new roofing, whereas a mechanical cap consists of at least four corners, up to 60 curbs total, as approved by the COR.A 4. At least one dumpster shall be staged near work area, as approved by the COR. Installation requirements: Contractor shall provide and install roofing to requirements outlined below: Install a fiber type water proofing vapor barrier equal to or better than GCP s Tri-flex A(R)15 Synthetic Underlayment to the concrete deck. Install insulation (Expanded polystryrene or equal) over entire roof and secure. Install roof membrane (submittal approved) 60mil or better. Use reinforced roof membrane of polyester knit fabric with thermoplastic coating similar to Tremco s TremPly Kee system, white in color. The reinforced roof membrane of polyester knit fabric with thermoplastic shall be at least and mostly mechanically attached to said roofing. Finish edges of laps with sealants as specified. Cut-out and seal all roof drains and vent penetrations. Install galvanized coned metal over roof membrane terminations on piping. Install new flashings under coping. Install worker access 3 feet wide walkways in total length up to 100 linear feet to all serviceable roof equipment continuously from room access point. Walkways shall be in accordance with flexible walkways in attachment 07 54 16. Additionally, walkways shall be mostly yellow in color. Ensure no screws or plates are exposed. If the above outline may void the warranty, notify COR with possible alternate installation methods. The contractor shall remove all debris and clean-up site and request final inspection from COR as the project is not considered complete until COR approves completion. Follow all warranty information as outlined in attachment 07 54 16 for manufacturer s warranty with an exception that the manufacturer shall warranty their KEE roofing system for a minimum of 30 years. In addition, the warranty shall be submitted to the engineering department, as directed by the COR. Deliverable required is a roofing manufacturer 30-year warranty certificate. Maintenance instructions shall be submitted by the contractor in physical and digital formats and these instructions shall include a complete list of maintenance methods that would void such warranty. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract.
