Site work for a water / sewer project in Reading, Pennsylvania. Completed plans call for site work for a water / sewer project.

The Project consists of furnishing the necessary labor, materials, and equipment for the rehabilitation and coating of two (2) existing, concrete SBR Tanks at the Authority's WWTP utilizing a performance coating system. Bid security shall be furnished in accordance with the Instructions to Bidders. Addenda, if any, will be issued through online. Clarification Deadline 7/9/2021 4:00 PM A Bid must be accompanied by Bid security made payable to Owner in an amount of ten (10%) percent of Bidder's maximum Bid price (determined by adding the base bid and all alternates) and in the form of a certified check, bank money order, or a Bid bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of Paragraphs 6.01 and 6.02 of the General Conditions. Attention is called to the fact that prevailing minimum wage rates apply on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of the Public Works Employment Verification Act, Act 127 of 2012. The Reading Regional Airport Authority, Owner, hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received. PROJECT DESCRIPTION A. General. The Work included in this Contract includes the cleaning, rehabilitation, and coating of two (2) Sequencing Batch Reactor (SBR) Tanks at the Reading Regional Airport Authority Wastewater Treatment Plant. The Work includes the cleaning and proper hauling of the residual Grit, and residues and disposal at a site approved for this purpose. Cleaning includes the cleaning and pressure washing of the interior walls, floors, and the exterior of the visible piping and appurtenances, including support structures. All of the aforementioned items will be cleaned so that no visible residue will be left on the items. Contractor may use Owner's utility water, at no charge for the cleaning operation. Contractor is responsible to supply the required pressure washing equipment. B. The Work included under this Contract consists of furnishing all materials, equipment, supplies, labor, transportation, fuel and power, and performing all Work as required by the Contract in strict accordance with the Specifications, all of which are made a part hereof. The Work shall be complete, and all Work, materials, and services not expressly called for in the Specifications, which may be necessary for complete and proper construction to carry out the Contract in good faith, shall be performed and furnished by the Contractor at no additional cost to the Owner. The Work shall be executed in the best and most workmanlike manner by qualified, careful and experienced workers. C. The Contractor is responsible for the cleaning and removal of the residual Grit from the SBR Tank(s) utilizing vacuum trucks, pumps, or other means of removal. No heavy equipment is allowed in the interior of the SBR Tanks that can possibly damage the existing structures, piping, or appurtenances, in the opinion of the OWNER. No piping, appurtenances, or structures may be altered or modified in any manner for the completion of the rehabilitation work and coating, unless approved by the OWNER and ENGINEER. D. Transportation and Disposal: The Grit shall be transported to the approved disposal site in trucks suited and approved for this purpose. All materials shall be contained and covered in accordance with all pertinent regulations governing highway transport. The Contractor shall be responsible for cleaning and removing any spillage of Grit that is removed from the SBR Tanks. The Grit shall be disposed of at a site designated by the Contractor and approved by the OWNER at no additional cost to the OWNER. E. The Contractor shall clean the interior of the SBR Tank(s) using steam and/or high pressure water. The walls and floors of the Tank(s) will be cleaned to the surface. No residue will be allowed on the surface of the walls, floors, appurtenances or piping. The OWNER, or the ENGINEER for the OWNER, will perform the final inspection of the Cleaning. The Cleaning will be deemed complete on the approval of the ENGINEER. F. The Contractor will dispose of all residue and wash water created by the cleaning at no additional cost to the OWNER. G. Contractor shall comply with all PA DEP solid and liquid waste regulations regarding loading, handling, and disposal of the Grit, and will be held responsible for paying any fines or other costs resulting from noncompliance with these regulations. H. The Contractor is responsible for protecting the OWNER's property. Any damage caused directly or indirectly by the Contractor, or anyone working as a Subcontractor or Agent of the Contractor, shall be the responsibility of the Contractor, and the Contractor shall bear the financial responsibility thereof. I. The Contractor shall provide all basic and supplemental equipment required to complete the Work. No extra compensation shall be provided for unexpected conditions. The Unit Prices shall reflect the degree of difficulty of the Work. J. The Contractor shall comply with all applicable State and Federal regulations dealing with Grit hauling and disposal. Any material change in the State or Federal rules and regulations that would prevent the continuance of the method of Grit and wash water disposal would release the Contractor and the OWNER from this Contract at such times as the change in rules and regulations would become effective. K. The Work shall be completed in accordance with the Specifications. The Contractor shall cooperate with the Reading Regional Airport Authority Wastewater Treatment Plant Operators, the Reading Regional Airport Authority, the ENGINEER, and those deemed by the OWNER as responsible for successful completion of the Work Estimated Project Value: $90,000 to $125,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
