Municipal Parking Lot Improvements Public notice is given that sealed bids/proposals will be received online via the PennBid Program by the Township of Upper Darby by July 16, 2021 until 4:00 PM prevailing time. Bidders are required to submit a surety in the form of a bond or equivalent meeting 10% of the overall bid price in compliance with the contract documents. Bid bonds will be returned to the non-awarded bidders upon the execution of the contract. The successful Bidder shall also be required to provide a Performance Bond in an amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of receipt of written notice of acceptance of the Bid. There is no physical public bid opening for this project, bids will be revealed via the PennBid website. A uniform fee of 0.333% (1/3 of 1 percent) of the bid amount (up to $5,000) is applied only to bidders who are awarded contracts. No fees apply to bidders who submit without being awarded the contract. All interested parties must submit questions via the web based system, by the posted deadline for questions. Bidders are not permitted to contact the Township Engineer or staff directly. The Contract Documents contain all pertinent regulations. The Township reserves the right to reject any or all bids or to accept any portion of any bid, and to award Contracts as is deemed best for the Township. Upper Darby Township is performing parking lot improvements, including concrete curb, line striping, asphalt pavement, lighting, landscaping, bollards, parking kiosks, trash receptacles to improve the overall operation and aesthetics within the Township. B. The sidewalk improvements include the removal of existing concrete sidewalk and curbs and the construction of new concrete sidewalk, ADA compliant curb ramps, and concrete curb. The scope of work is more fully described in the Project Specifications herein and on the Project Plans. C. Stormwater Improvements consist of the installation of new Type 'C' Inlets, stormwater management pipes and connection into existing inlets. D. The parking improvements include the relocation of existing parking spaces, removal and replacement of parking bollards, signage, striping, concrete curb, sidewalk, asphalt pavement restoration and removal, installation of underground conduit, bollards, ADA parking stalls, landscaping, ADA compliant ramps and railing, perimeter fence, and other incidental improvements depicted on the plans. All signing and striping as detailed on the plans and in accordance with PennDOT Pub. No. 383 and the Manual of Uniform Traffic Control Devices. E. Soil Erosion and Sediment Control Measures are proposed as depicted on the attached plans. F. It should be noted that the Township is proposing to install new lighting fixtures, parking kiosks, EV Charging Stations and Trash Receptacles. As part of the scope of work, the contractor will be required to install new electrical conduits, but purchase, wiring and installation of lighting fixtures will be completed by the Township of Upper Darby Electrical Department. The contractor will be required to install the concrete footings in accordance with the approved plans for new lighting fixtures. EV Charging Stations, electrical Service and parking kiosks will be supplied and installed by the Township of Upper Darby Electrical Department. The parking kiosks do not require an electrical hookup. Trash receptacles will be supplied by the Township and contractor shall install. The project site is located in the Upper Darby Township, Delaware County, Pennsylvania. The site across from the Municipal Building at 100 Garrett Road and is the current Municipal Parking Lot.
