Site work and renovation of a civil project in Port St Lucie, Florida. Completed plans call for site work for a water / sewer project; and for the renovation of a water / sewer project.
STEP Pump Basin package is an iterative design for the replacement of the STEP Pump Tank package in a unique section of the city. The STEP Pump Basin design was established through continued field-testing to meet of operational requirements of a sewer existing system and is a lower cost alternative to the STEP Pump Tank package. The manufacturer for the STEP must have 10 years experience in delivering a product that meets the criteria set forth by city sewer operations staff. This contract allows for an annual price adjustment up or down as per Section VI of the Sample Contract. Contractor shall provide work necessary for furnishing a complete factory-built STEP Pump Basin package(s), each consisting of a 36 x 48 fiberglass basin, low-head Effluent Vortex impeller pump, discharge assembly, anti-siphon valve, ball valve, check valve, splice box, floats and controls. Complete and operational, and in such a condition as to be able to be used immediately. Individual components are not to be accepted. System shall be packages #1, #2, & #3 as one unit or as city finds necessary. Contractor shall supply, at no additional cost and in the quantities required, shop drawings as determined by the city. Work represented by shop drawings and/or certification shall not proceed until the shop drawings and/or certification have been reviewed and approved in writing by the City. a. Shop Drawings: Shop drawings shall be submitted with a minimum of dimensions, construction materials, operating temperature, layout requirement, and tank contents. b. Product Data: Product data of a full submittal shall include design notes, drawings, resin guide, applicable standards, glass and roving information, quality control procedures, accessory details, handling and installation instructions, warrantee. c. Approved Drawings: Utility approval of shop drawings and submittals are required to a shop fabrication. a. Woven Roving: Class E Roving, Type E glass b. Continuous Roving: Continuous Class E Roving c. Roving for Filament Winding: Shall be Type E Glass, continuous filament strand. d. Resin: Orthothalic green color e. Basin: Fiberglass basin shall be constructed as 1-piece 36 x 48 mold with top flange. Mold is laminated to a minimum .250 thickness with integral bottom and upper flange to ensure water tightness and structural integrity. A 6 wide anti-floatation flange around perimeter of the bottom of basin shall be laminated after basin demolded. f. Lid: Each lid shall be waterproof, flat corrosion resistant and UV resistant. Diamond plate patterned lid is laminated with the same glass and resin. Holes are drilled in top flange and helicoil inserts installed. After demolding the lid, it is drilled to align with insert for stainless steel bolts. g. Metal: 316 Stainless Steel helcoils and bolts h. Gasket: Before lid is bolted on by the manufacture/ or vendor, the upper flange is fitted with a self-adhesive EPDM gasket to prevent water and sand intrusion. i. Label: Each tank shall be clearly marked with the manufacture or supplier name and the month and year of the manufacture. V. EFFLUENT PUMP (Exhibit 2) a. Product Specifications: Champion model pump CPWH5-13 Pump is required that all STEP pumps with the system have similar performance curves. The system was designed with the following performance criteria. The supplier shall provide a pump that closely meets the performance specification described below. The utility shall make final determination of product acceptance. All pumps shall be 115v and have 30-foot minimum cord length. Construction Materials Type: Sewage Ejector Submersible Pump with a Vortex Impeller Motor housing: Cast iron Shaft: Stainless Steel Mechanical Seals: Carbon and Ceramic Impeller: Cast Iron, Engineered Thermoplastic or AISI Bottom Plate: Cast Iron Volute: Cast Iron Hardware: AIS 300 Series Stainless Steel Support Legs: Three integral Feet or base Technical Data Flow Range: 70 gpm Temperature Range: 32F - 120F Continuous Solid Size: Up to 3/4 inch Phase-Volt-Cycles: 1-115-60hz Lubrication: Oil Wear Plate: Reversible Power Cord: 30 Minimum HP: 1/2 Pump Discharge: 2-inch Head Shut-off: 35 b. Effluent Sewage Ejector Vortex (SEV) pump motor starters and capacitors shall be in the motor or adjacent housing. Either a control box housing or a junction box is required to connect the pump and level controls to the service user power source. VI. CHECK VALVE a. The check valves shall be swing check with valve bodies constructed of PVC SCH40, heavy-duty 125 psi WOG. VII. HOSE CONNECTION a. A ball valve will be installed to the internal discharge piping with a union valve, a 6 piece of Flex (PVC Sch 40) attached to a TEE on the riser of the pump. The riser is made up of 1.5 Sch 40 PVC with a plastic check valve below the TEE, and a 10 pipe, on the top side of the TEE, to a 90 degree PVC coupling with a check valve. b. Detail LPS-02 shows the construction detail for STEP Basin. VIII. LEVEL CONTROLS SWITCHES (Exhibit 3) a. Float Switch Conery 2900-B1S4-30 Blue floats shall be utilized for level control switches. Float Switch shall be encased within a polyurethane ball. In the simplex system, two separate switched are required with each switch designated to either turn the pump off and on or activate a high-water level alarm. A differential mercury switch may be used which has combined the on and off function within the mercury control. A mechanical secondary switch is still required to activate the high-water alarm. IX. ELECTRICAL CONTOLS AND WIRING (Exhibit 4) a. A NEMA 4 fiberglass control box with tamper proof screw. Labels shall display date of code and serial number. b. Wiring to connect the pump to the power source shall be suitable for the direct burial and comply with State and local codes, wiring for the level sensors and control panel must also comply with these requirements. c. A high-water alarm bell/ buzzer and light shall be utilized with Low Pressure Sewer System. The alarm shall be assigned so that the service user can reset the audio alarm after a malfunction, but not disable it for future malfunctions. The alarm system shall be mounted outside the service location. d. All wires shall be neat, color coded, 14GA, TEW, rated for 105. e. An electrical schematic shall be mounted permanently in the control box. f. Detail LPS-07 shows the construction detail for Control Panel. X. SERVICE LINE a. The service line connecting the pump chamber to the main shall be a minimum of 1 1/2 inch diameter. Installation shall generally comply with the specifications governing the installation of mains. b. Internal discharge piping shall be PVC schedule 40. The standard size of the internal piping shall be 1 1/2 -inch diameter and shall include a PVC ball valve inside the pump chamber at top of discharge leg. XI. QUALITY ASSUANCE All testing, test methods and results thereof, in addition shall comply with ASTM designations D-2563, D-2583, D-3299, D-4097, D-2584. Inlet and outlet configurations shall be shown on the plans. All metal parts shall be 316 series stainless steel unless noted in products section. The inlet manhole shall not be cut out. Inspections may be made by Utility personnel in manufacturer's or supplier's yard, within the plant, upon delivery and again after installation. The wall thickness shall be at least .025 inches. When less than a minimum 0.25-inch thickness or any delamination is suspected within a portion of the tank, Utility personnel may drill a 1/8-inch diameter hole through the tank wall for inspection purposes. At any time, if the required minimum 0.25-inch thickness id not found, repair (if Feasible) shall be the responsibility of the contractor or supplier. If repair is judged unfeasible, the tank shall be rejected. A percentage of delivered tanks shall be tested at the delivery site by the supplier as directed by the Utility. If 20% or more of the tanks are rejected for any of the reasons (pressure and material), each tank under the contract will become suspected of substandard quality and may be rejected by the Utility. If failures become commonplace, the Utility may, at its discretion cancel the supply contract at any time with written notice and will take effect upon receipt of said notice. XII. INDUSTRY REFERENCES A. Florida Administrative Code, Chapter 62-604. The City of Port St. Lucie reserves the right to reject any and all proposals, to waive any and all informalities or irregularities, to negotiate with any qualified Proposers, and to accept or reject all or any part of any proposal as it may deem to be in the best interest of the citizens of the City.
