Site work, paving and renovation of a civil project in Little Rock, Arkansas. Completed plans call for the renovation of a water / sewer project; for site work for a water / sewer project; road / highway; and for paving for a road / highway.

For furnishing all labor, materials and equipment and performing all Work required to construct the Jamison and Arch Street Pump Station Modifications. Sealed envelopes or packages containing bids shall be marked or endorsed Jamison and Arch Street Pump Station Modifications, OWNERS Project No. 6130500 and the Contractors Arkansas License Number shall be clearly marked on the outside of the envelope. Bids received later than the specified time and date will be returned to the bidder unopened. Little Rock Water Reclamation Authority will not be held responsible for late, lost, or misdirected bids. The opened bids will then be officially reviewed, evaluated, and recommended for award to the Little Rock Water Reclamation Commission thereafter. The Project provides for the construction of improvements at two existing sewage pump stations located in Little Rock, AR. The project consists of selective demolition, concrete paving, structural concrete and steel improvements, gantry crane and hoist improvements, installation of a new 500 kW emergency standby generator, new mechanical bar screens, submersible mixer, and submersible pumps, electrical and instrumentation improvements, site restoration and grading; and other miscellaneous work thereto. Contractors Bid shall be accompanied by a cashier's or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum Bid Price, payable without recourse to the Little Rock Water Reclamation Authority, or a Bid Bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a Contract and execute Performance and Payment Bonds within ten (10) days after Notice of Award of Contract. The successful Bidder must furnish a Performance and Payment Bond upon the forms provided in the amount of One Hundred Percent (100%) of the Contract Price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. Bidders will be required to inform themselves of all addenda duly issued. Information regarding the number of Addenda, which have been issued, can be obtained from Hawkins-Weir Engineers, 211 Natural Resources Drive, Little Rock, AR 72205, 501-374-4846. Little Rock Water Reclamation Authority reserves the right to reject any and all bids and to waive defects in bids. Minority and small business vendors or contractors are encouraged to bid on any and all Little Rock Water Reclamation Authority projects. Attention of Bidders is particularly called to the requirement as to conditions of employment to be observed and minimum wages to be paid under the Contract as incorporated in these Specifications. Bidders are cautioned that Bids for this Project are subject to compliance with Arkansas Law for construction of Public Works as found in Arkansas Code Annotated 22-9-101, etc. The Bidder shall thoroughly acquaint himself and comply with the provisions of these Acts. The right is reserved, as the interest of the Owner may require, to reject any or all Bids and to waive any formalities in Bids received. Bidders must be licensed in compliance with Arkansas Contractor's Licensing Law found in Arkansas Code 17-25-101, etc. Bids must comply with Arkansas Act 150 of 1965. All parties to this contract shall not discriminate on the basis of race, color, creed, sex, age, religion, national origin, disability, marital status, sexual orientation, gender identity, genetic information, political opinions or affiliation, military status, or other status protected by applicable law. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the Presidents Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications. Any contract or contracts awarded under this invitation for bids will be subject to the requirements of the Arkansas Revolving Loan Fund (RLF) Programs as described in the contract documents. Each Bidder must comply with the requirements, terms, and conditions of the Arkansas Natural Resources Commission, the Disadvantaged, Minority and Women Business Enterprise (DBE/MBE/WBE) requirements, the Consolidated Appropriations Act of 2014 (Public Law 113-76) including the American Iron and Steel (AIS) requirement, Labor Standards, and Equal Employment Opportunity provisions during the performance of this contract. The Bidder commits itself to the requirements for the participation contained herein and all other requirements, terms, and conditions of these bid conditions by submitting a properly signed Bid. Each requirement listed above for the RLF programs are in the Supplemental Conditions in the Contract Documents. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
