The proposed enhancements include installation of a transportation art installment at the Highland Avenue underpass of I-210. The proposed transportation art will consist of energy efficient lighting utilizing RGB or similar led systems that can project lighting displays on the walls and ceiling of the underpass facility and/or introduce lighting elements to other features in and around the vicinity of the underpass, including Caltrans Right of Way. The I-210 Highland Avenue underpass will serve as a gateway to the City for visitors and residents commuting to the Gold Line Station and utilizing the other active transportation features in and around the area. This location is also a transition from the Town Center community area to the Duarte Station community area. This is also a companion project to the Highland Promenade project, currently in the design phase, that will provide a 33' wide active pedestrian area along the west side of Highland Avenue from the Gold Line Station to the 210 Freeway. This area is experiencing significant growth, with 636 luxury apartment projects underway in the Duarte Station Specific Plan area, one block to the south of the project area. The nearby City of Hope is in the midst of a campus expansion that will bring over one million square feet of new building to the campus. The City's goal for that area is to provide an artistic statement with light in the underpass area. The proposed light focused art is intended to serve as an attraction and enhancement to the area and provide the community with a safe and welcoming art feature to enjoy.
