Demolition, site work, paving and new construction of a bridge / tunnel in Belt, Montana. Design plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

Cascade County (County) is in the planning stages of the design and construction of a bridge replacement of Armington Bridge near Belt, MT. Cascade County is seeking an engineering firm to provide professional services for this project. Service may include, but is not limited to preliminary design, community meetings, preparing bidding documents, construction administration, and any other services deemed necessary by the owner to complete the project. Construction, to begin June 2022 and to last through September 2022. Contingent upon final approval of project, the County is soliciting a Statement of Qualifications (SOQ) for engineering services to assist in the development of bid documents and supervising construction of this project. Work on this project must comply with all applicable local, state, and federal requirements. Payment and terms will be negotiated with the selected offeror. The proposed project is to develop contract documents for bidding and construction of Armington Bridge (L07237000 04001) (Location 47.365, -110.906). Cascade County has been awarded a Montana Coal Endowment Program grant from the Montana Department of Commerce (MDOC) for the bridge replacement. The County prepared a Preliminary Engineering Report prior to the grant award. Scope of Work includes full-service design, grant administration, and construction administration services. The services anticipated to be provided may include and are not limited to the following: Organize and participate in design meetings with members of the County staff and department heads. Provide a preliminary evaluation of the owner's program, schedule and construction budget requirements, each in terms of the other, subject to the limitations addressed. The design team's preliminary budget of the project must fit the proposed budget of the project, or the scope of the project must be adjusted to fit. Bridge Design. Roadway Design. Geotechnical investigation, analysis, and design. Survey (control, cadastral, topographic, hydraulic). Environmental evaluation and permitting. Hydraulics analysis and design. Stakeholder coordination and public involvement. Grant administration services. Prepare plans, specifications, and engineer's estimate. Preparing the construction bid package in conformance with the applicable federal and state requirements and supervising the bid advertising, tabulation, and award process, including preparing the advertisements for bid solicitation, conducting the bid opening and issuing the notice to proceed. Conduct pre-construction meetings and construction progress meetings, as necessary. Provide construction engineering services to include on-site inspection of construction work, testing, inspection reports, review contractor requests for payment, final inspections, and certification to Cascade County upon project completion. Providing one complete set of as-built, reproducible plan drawings to owner upon project completion, based on General Contractors redlines. Provide final inspections, warranty inspections, and all required closeout documentation. The project must comply with the current requirements of the MDOC Project Administration Manual. The owner makes reasonable accommodations for any known disability that may interfere with an applicant's ability to compete in the recruitment and selection process or the Contractor's ability to perform the essential duties of the job.
