The scope of services shall provide enough detail to distinguish the various work required for each task. The primary objective of this LRSP is to perform a comprehensive inventory and compliance analysis of traffic control devices near (approx.) 34 PUSD schools within the City of Pomona. The goal is to update plans maximize safety, assist with compliance enforcement, provide proper notifications for motorists, and accommodate the smooth transition of children, parents, and staff to and from school. The secondary objective is to include Citywide. A City of Pomona Business License is required, as well as, valid general liability and vehicle insurance, when (and if) delivering within City limits. 1. Reject responses received after the due date and time specified. The City will not return late submittals. Late submittals will be destroyed by the City 30 days after opening.
2. Cancel the entire solicitation at any time time, and re-advertise when determined to be in the City's best interest.
3. Accept or reject any and all submittals, waive any minor errors, informalities, and procedures without penalty to the extent permitted by law.
4. Be the final judge as to which response is the most qualified.
5. Consider any of the following as non-responsive and subject to rejection for this solicitation:
a. Responses from Respondent that are not registered as a prospective bidder in PlanetBids for the City of Pomona for this specific solicitation;
b. Responses containing items not specified;
c. Responses containing incorrect items;
d. Responses that do not respond to items in the manner specified;
e. Responses received by in person, telephone, email or facsimile;
f. Responses that fail to specifically provide the information requested; and
g. Responses otherwise not compliant with the instructions and requirements. The method of Contractor Selection has not been Determined at this time.
