07/27/2022 10:00 AM (PDT) The City of Newport Beach (City) is requesting proposals to design and permit a new public restroom facility at the end of 15th Street on the Balboa Peninsula. The awarded consultant will be responsible for all aspects of the design including initial scoping, concept level drawings, community outreach, permitting through various State agencies (i.e. California Coastal Commission), permitting through the City's Development and Building Departments, final design, and final plans, specifications, and construction cost estimation. Please refer to the complete RFP package for more information. Proposals will be evaluated on the basis of the response to all provisions of this RFP. Evaluations will be based solely on a Qualifications Based Selection process. The City may use some or all of the following criterion in its evaluation and comparison of proposals submitted. The criteria listed are not necessarily an all-inclusive list. The order in which they appear is not intended to indicate their relative importance. The City reserves the right to modify the evaluation criterion and percentage of score as deemed appropriate prior to the commencement of evaluation. The City reserves the right to determine whether a proposal meets the specifications and requirements of this RFP and reject any proposal that, in the City's opinion, fails to meet the detail or intent of the requirements. The City reserves the right to reject any and all proposals. If any of the Work contemplated under the proposel submitted for this RFP is considered a "public work", pursuant to the applicable provisions of the Labor Code of the State of California, including but not limited to Section 1720 et seq, then prevailing wages shall apply for that work.
