Site work and paving for a mixed-use development in Nashville, Tennessee. Completed plans call for site work for a sidewalk / parking lot; transportation facility; for paving for a sidewalk / parking lot; and transportation facility.

As of December 22, 2021 Construction is underway The Project consists of site preparation and earthwork to fill a large land depression adjacent to the existing terminal apron to ultimately be utilized as additional ramp for aircraft parking and maneuvering. The project scope also includes clearing and grubbing, removal of unsuitable materials, relocation of existing utilities, and encapsulation of an unnamed tributary stream. Fill for the project will include a significant portion of processed and/or sorted materials stockpiled on Airport property. THE PROJECT consists of completing the Design and Construction Documents; furnishing all labor, materials, tools, equipment and incidentals; and performing all Work necessary for the installation of the CONCOURSE A RAMP EXPANSION - PHASE 1: SITE PREPARATION in accordance with the details as shown on this Request For Proposal (RFP), or as directed by MNAA or its authorized representative. Proposers must be in good standing with the State of Tennessee and be qualified to meet all Local, State and Federal statutes, codes, regulations and ordinances governing the performance of the type of Work for which Proposer is submitting a Proposal. Proposers are advised to review the RFP Documents carefully prior to submitting a Proposal on the Project. Proposers are also advised to review the RFP and Instructions to Proposers carefully prior to preparing their Proposals. Any questions or requests concerning this project will be accepted until 12:00 p.m. (local time) on Wednesday, August 4, 2021 Proposals must be submitted on the Proposal Form included in the RFP Documents and the successful Proposer will be required to execute the Contract and other documents requiring execution that are included in the Contract Documents. CONTRACTORS LICENSING ACT OF 1994. All Proposers must be licensed contractors as required by the Contractors Licensing Act of 1994, TCA Section 62-6-101 et seq. The name, license number, expiration date thereof, and license classification of the contractors applying to propose for the prime contract and for the masonry project when the total cost of the masonry portion of the project exceeds one hundred thousand dollars ($100,000, and for the electrical, plumbing, heating, ventilation, air conditioning contracts, and closed loop geo-thermal heating and cooling, must appear on the outside of the envelope containing the proposal except when the proposal is in an amount less than twenty-five thousand ($25,000). Prime contractor proposers who are to perform the electrical, plumbing, heating, ventilation, air conditioning, masonry, and geo-thermal must be so designated upon the outside of the envelope. Failure of any proposer to comply therewith may void such proposal and the envelope containing such proposal may not be opened or considered. Further, MNAA has determined that, if the Proposer proposes to accomplish any or all of the Work under this Project which entails masonry work exceeding $100,000, and electrical, plumbing, heating, ventilation, air conditioning, and geo-thermal equal to or exceeding $25,000 in value through the utilization of Subcontractors or to accomplish with Subcontractors any other part of the Work for which the Proposer does not hold a valid Tennessee Contractor's License, then those Subcontractors must, at the time the Proposal is submitted to MNAA, hold a valid Tennessee Contractor's License, current and in full force and effect in all respects, in such of the following classifications and sub-classifications as apply to the Work for which they will be subcontracted. Proposals shall be submitted for the Work as indicated in the RFP. Specifically, in referring to the Contractors Licensing Act and other applicable authorities, MNAA has determined that to lawfully propose on this Project, all Proposers and/or their subcontractors must, at the time their Proposal is submitted to MNAA, hold a valid Tennessee Contractor's license, current and in full force and effect in all respects, to perform the Work as defined in the RFP. All Proposers are advised that the Contractors Licensing Act establishes only the minimum licensing requirements and that MNAA reserves the right in its sole discretion to require higher licensing standards, as reflected in the Contract Documents. All Proposers are responsible for complying with any other licensing or permit requirements of the State of Tennessee and/or the Metropolitan Government of Nashville and Davidson County, which may be applicable to the Work. SMALL MINORITY WOMAN-owned BUSINESS ENTERPRISE (SWMBE) PARTICIPATION. It is the MNAA's objective to promote, encourage, and stimulate participation of local, small, minority and woman-owned business enterprises (SMWBE) within its organization and the economic community served by it so as to provide maximum opportunities to participate in contracts, programs and all related business activities of the MNAA. MNAA will apply the local small minority woman business participation levels where expenditures and purchases are made with non-federal funding, and to all contracts, leases, management agreements, consultants, prime contractors, subcontractors, respondents, proposers, or proposers involved in the performance of a commercially useful task for MNAA. Proposers are encouraged to meet SMWBE participation levels established by the Director, Business Diversity Development, or, if unable to meet the participation level, engage in good faith efforts to joint venture, subcontract, or contract for supplies or services with SMWBEs. The attainment of the SMWBE participation level established for this contract is to be measured as a percentage of the total dollar value of the contract. The SMWBE participation level established for this Contract will be 7.38% MBE and 3.05% WBE. This program maintains a list of certified SMWBEs, which can be found online or certified DBEs located within the state of Tennessee, which can be found on the TNUCP Directory (TDOT) website at https://www.tdot.tn.gov/Applications/DBEDirect/Search or contacting Business Diversity Development at (615) 275-2718. Proposers are encouraged to inspect this list to assist in locating SMWBEs for the work. Other SMWBEs may be added to the list in accordance with MNAA's approved SMWBE Program. Credit toward the SMWBE participation will not be counted unless the SMWBE to be used is certified by MNAA. RIGHT TO REJECT ANY AND ALL PROPOSALS. MNAA proposes to award the Contract to the lowest responsive and responsible Proposer, provided it has met the goals for SMWBE participation or, if failing to meet the goals, has made an acceptable good faith effort to meet the established goals for the SMWBE participation. Proposer is advised that MNAA reserves the right to reject any and all Proposals submitted, to waive any and all informalities, irregularities and/or technicalities in any Proposal or Proposal Guaranty, to accept any Proposal deemed advantageous to it and to negotiate changes, deletions, or additions to these Contract Documents with the successful Proposer. As set forth in more detail in Exhibit "A," Scope of Services, Proposer shall perform and provide all labor, materials, transportation, services, and equipment necessary and reasonably incidental to fill a large land depression adjacent to the existing terminal apron to ultimately be utilized as additional ramp for aircraft parking and maneuvering. The project scope also includes clearing and grubbing, removal of unsuitable materials, relocation of existing utilities, and encapsulation of an unnamed tributary stream. Fill for the project will include a significant portion of processed and/or sorted materials stockpiled on Airport property. Descriptions of the materials to be provided by the Owner are included in Exhibit "R," Geotech Reports. The total contract time allowable is 540 Calendar Days, with Notice-To-Proceed (NTP) expected no later than October 1, 2021.
