Site work and paving for a road / highway in Newberg, Oregon. Completed plans call for site work for a road / highway; and for paving for a road / highway.

**As of August 30, 2021, project has not been awarded. Project will be awarded by Council on September 07, 2021. Bidders shall submit all project related questions through the same website. No pre-bid meeting is scheduled for this project. The project consists of furnishing all materials, labor, equipment and supervision for the construction and completion of: Part 1: Full depth pavement rehabilitation and ADA improvements on E North Street (N Howard St to N Meridian St) approximately 1,180 feet of asphalt concrete pavement full depth reconstruction with cement treated base and associated improvements. Approximately 276 feet of 8-inch ductile iron water main (N Howard St to N School St), connection to 5 existing meters and installation of a fire hydrant. Part 2: Full depth pavement rehabilitation and ADA improvements of E Sixth St (S River St to S Columbia St), approximately 760 feet of asphalt concrete pavement full depth reconstruction with cement treated base and associated improvements. Stormwater Improvements on E Sixth St at S Chehalem St and S Columbia St. Part 3: Bid Alternate for using conventional aggregate base instead of cement treated base on E North Street (N Howard St to N Meridian St) approximately 1,180 feet of asphalt concrete pavement full depth reconstruction. Each part of the above work has its own mobilization, and traffic control bid items. The project consists of the Base Bid, which includes all work under Part 1 and Part 2. Bid Alternate is work under Part 3. The City reserves the right for budgetary reason to increase or decrease the bid quantities as set forth in the Bid Schedule of Prices. The bidder that submits a responsive bid with the lowest total bid amount will be considered for bid award. The lowest and most responsive bid for bid award shall be based on the total cost for the proposed work in the Base Bid (Part 1 and Part 2) plus the bid cost for bonds, insurance a and permits as shown on the Bid Schedule. The City may elect to authorize work under Bid Alternate based on the bid received from the successful bidder. A bidder must submit for all Base Bid and Bid Alternate work to be considered responsive. The Engineer's Estimate for the Base Bid work is in the range of $900,000.00 to $1,100,000.00. All bidders must provide documentation of their qualified and proven construction experience in the following work classifications: Asphalt Paving, Aggregate Base, Temporary Traffic Control, Concrete Flatwork, and Permanent striping. The City will reject bids from bidders who are not prequalified with the City. This is a public works project. All bidders must register with the Construction Contractors Board as required by ORS 701.035 to 701.055 and be compliant with all tax laws. The successful bidder shall carry Workers' Compensation and Unemployment Insurance in accordance with ORS 656.001 through 656.794, and must comply with Oregon's Equal Pay Act. Each bid must be submitted on the prescribed form completely filled out and signed, in a sealed envelope, clearly marked that it is a bid, and have the bidder's name and the project name on the outside of the envelope. A completed First-Tier Disclosure Form must also be submitted to the City within two hours after bid opening. Each bid must identify whether the bidder is a resident bidder, as defined in ORS 279A.120. Failure to provide these documents shall result in disqualification of the bid. The City of Newberg reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids on a finding of the City that it is in the public interest to do so; and to accept the bid that is in the best interest of the City. No bidders shall withdraw their bids for a period of sixty (60) calendar days after the date set for opening. Protests must made in accordance with 137-049-0260 and OAR 137-049-0450, as applicable. Award of the contract under this ITB will be made to the lowest bidder whose bid substantially complies with the terms set forth in this ITB, who is a "responsible bidder" under the criteria set forth in ORS 279C.375(3), and who is in compliance with any other required public procurement procedures or terms. When applicable, all bidding shall comply with President's Executive Order No. 11246. All bidders shall comply with the applicable provisions of the Equal Employment Opportunity Act of 1972 and the Civil Rights Act of 1964. The Engineer's Estimate for the Base Bid work is in the range of $900,000.00 to $1,100,000.00. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
