The City of Panama City Beach under the provisions of Section 287.055, Florida Statutes (the Consultant's Competitive Negotiation Act), hereby gives notice that it seeks qualification statements for professional services related to construction engineering and inspection of four major transportation projects in the Front Beach Road Community Redevelopment Area. Each Project will generally include construction of additional travel lanes, sidewalks, street lighting, signalization, landscaping, stormwater improvements, utility relocation, undergrounding aerial utilities, relocation and upgrades to sanitary sewer, potable water and reuse water systems, all as contemplated by the City's Front Beach Road Community Redevelopment Plan. The successful consultant(s) will provide independent CEI services for the following five (5) projects: three phases (Segments 4.1, 4.2, 4.3) of Front Beach Road from Lullwater Drive to Richard Jackson Blvd, one phase (Segment 2 of Powell Adams Road), the south half of Powell Adams Road and one phase (Segment 4.1), the Powell Adams Intersection. Segment 4.1 and 4.2, 4.1 Powell Adams Road intersection design firm as follows: Dewberry Engineers, Inc. and Gortemoller Engineering, Inc. Segment 4.3 Volkert, Inc; CPH, Inc. and Alf Coleman Road GPI Greenman-Pedersen, Inc. The Segments 4.1 and 4.2 will bid in 2022. Segment 4.3 will bid in 2023. Construction for Powell Adams Road is scheduled in 2025. Segment 4.1 -- Reconstruction of Front Beach Road east of Lullwater Drive to about Hills Road. Construction is scheduled to begin toward the middle of 2023. More than $14.309 million is funded for this project in the proposed 2023 CRA budget. Segment 4.2 -- Reconstruction of Front Beach Road east of Hills Road to about Lantana Street. Construction is scheduled to begin toward the end of 2023. More than $6.249 million is funded for this project in the proposed 2023 CRA budget. Segment 4.3 -- Reconstruction of Front Beach Road from Hutchinson Boulevard. Construction is scheduled to begin toward the end of 2023 or beginning of 2024. About $15.527 million is funded for this project in the proposed 2023 CRA budget. As of August 29, 2022, the design firms has been selected. Construction of the first segment is expected to commence by mid-year 2023..
