All bidders must be PennDOT pre-qualified as a prime contractor and must also meet the necessary work classification codes for the completion of the project. All bids submitted must have the contractor s valid pre-qualification certification attached or it will be rejected. A certified bank check or bond payable to Southwest Greensburg Borough or a bid bond on the bid form executed by the Bidder and a surety company approved by the OWNER, in an amount equal to ten percent (10%) of the total amount of bid, must be submitted with each bid or bids will be considered nonresponsive and immediately rejected. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications or any applicable statues of the Commonwealth of Pennsylvania or any applicable ordinances. No bid may be withdrawn for (90) ninety days after the scheduled closing time for receipt of bids. Prime contractors should use the Directory of Minority, Women and Section 3 Business Enterprises to solicit proposals from potential subcontractors. This project is funded in whole or part with federal funds. DavisBacon wage rates and other federal requirements apply and are included in the bid documents. Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or nation origin.
