The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Georgia Soil and Water Conservation Commission (SWCC), is seeking statements of qualifications from General Contractors interested in pre-qualifying as an eligible bidder for the upcoming project known as the Bull Creek Watershed Structures #12 & #14 located in Muscogee County, Georgia ("Project"). This document designates the basic pre-qualification criteria for the Project. Firms able to demonstrate they have sufficient experience to meet the pre-qualification criteria will be pre-qualified and eligible to submit a bid for the Project. Firms failing to meet the basic pre-qualification criteria will not be eligible to bid. The project involves the construction of rehabilitation measures related to Bull Creek Watershed Dam #12, as well as maintenance upgrades to Bull Creek Watershed Dam #14. Both are high-hazard potential dams regulated by the Georgia Safe Dams Program located in Muscogee County, Georgia. The purpose of the projects is to address safety concerns and reduce the potential for loss of life due to the dam's failure in a safe and environmentally acceptable manner that meets applicable state and federal standards. The scope of work for Bull Creek Dam #12 involves the construction of rehabilitation measures for an existing earthen dam including: construction of a reinforced-concrete, labyrinth-crested chute spillway and stilling basin; demolition and removal of an existing concrete riser structure; construction of a new reinforced-concrete riser structure; construction of a reinforced-concrete impact basin for the existing principal spillway conduit; and grout abandonment of an out-of-service sanitary sewer pipeline through the base of the earthen embankment dam. The proposed action also includes construction of subsurface drainage systems, possible rock excavation, slide gate and metal work installation, rock anchor installation, on-site earth fill, riprap placement, and removal of sediment from the impoundment created by the earthen dam. The scope of work for Bull Creek Dam #14 involves maintenance upgrades for an existing earthen dam including: riprap placement for wave protection and plunge pool improvements; riser structure gate evaluation and maintenance; and grout abandonment of an out-of-service sanitary sewer pipeline through the base of the earthen embankment dam. The proposed action also includes minor earthwork activities.
