Remodeling of an educational facility in Jacksonville, Florida. Completed plans call for the remodel of a two-story above grade educational facility.

The University of North Florida Board of Trustees, a public body corporate, announces that the services of a Construction Manager are required for the 2nd Floor Remodel of Roy Lassiter Hall, Building #8 at 1 UNF Drive, Jacksonville, FL 32224. The project includes the remodeling of the English Department located on the 2nd floor of Roy Lassiter Hall Building #8. The remodel will provide new 2nd floor design configuration of spaces for better utilization of the overall existing space. This will provide a more current learning environment for students and faculty. This will include adding new ceilings and lights, new flooring, and wall finishes. The existing roof, mechanical, and electrical systems will be evaluated with recommendations for any repair/replacement. IT service will also be evaluated to provide the needed network for current and expanded technologies. The estimated construction budget for this project is $4,600,000. Construction Management Services include: pre-construction services that include but are not limited to cost estimates, constructability reviews, code compliance, and project schedules; development of a GMP; construction services to remodel the 2nd floor of Roy Lassiter Hall Bldg. #8. The Construction Manager will work with UNF staff and the UNF selected Design Team for the project through the design and construction process. The contract for construction management service will consist of two phases. Phase one is pre-construction services, for which the construction manager will be paid a fixed fee to be negotiated with the chosen CM firm. Phase one services include value and constructability analyses, life-cycle costing, analysis of the building envelope details, development of a cost model, estimating and the development of a Guaranteed Maximum Price (GMP). If the GMP is accepted, phase two, the construction phase, will be implemented. In phase two of the contract, the construction manager becomes the single point of responsibility for performance of the construction of the project and shall publically bid trade contracts. Failure to negotiate an acceptable fixed fee for phase one of the contract, or to arrive at an acceptable GMP within the time provided in the agreement may result in the termination of the construction management firm's contract. It is the express intention of the University of North Florida (UNF) and a requirement of this solicitation that the firms work independently of all parties associated with or employed by UNF, including members of the Selection Committee, with the exceptions explicitly noted in this document. If a firm fails to comply with these requirements, they will be disqualified from the solicitation. The successful construction management firm is responsible for understanding and complying with all applicable local, state, and federal occupational safety and health regulations pertaining to the scope of work outlined in this RFQ. This contract will commence upon UNF's issuance of a Notice to Proceed (NTP). The selected Contractor shall develop and submit a GMP to UNF's Project Manager (PM) within thirty (30) calendar days of the NTP. Substantial completion shall be achieved by November 1, 2022. Final Completion shall be achieved within 30 calendar days of substantial completion. Bid, Payment, and Performance Bonds will be required with the submission of a Guaranteed Maximum Price. Liquidated damages shall be assessed in the amount of $1,500 for each and every calendar day elapsing between the date fixed for Substantial Completion and the date Substantial Completion shall have been fully accomplished.
