NASA/GSFC plans to issue an Invitation for Bids (IFB) for Wallops Airfield Repair Project, FCLP Phase 8 at Wallops Flight Facility, Wallops Island Virginia. The scope of work for this project shall include but is not limited to: demolition, site work; concrete repairs and construction; concrete demolition and replacement. This acquisition will result in a single firm fixed price construction contract. The order of magnitude for this procurement is between $1,000,000 and $5,000,000 and the effort shall be completed within 270 calendar days after notice to proceed. A bid guarantee, performance, and payment bond will be required. The NAICS Code and small business size standard for this procurement is 273310 and $36.5M, respectively. This is a new procurement. It does not replace an existing contract. No prior information exists. The anticipated release date of the IFB is on or about August 3, 2021, with an anticipated offer closing date of on or about September 3, 2021. The firm date for receipt of bids will be stated in the IFB. All responsible sources may submit a bid which shall be considered by the Agency. This acquisition will be solicited inviting full and open competition. It is the offeror's responsibility to monitor the Internet site for release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Offerors can view and/or download the solicitation via http://beta.sam.gov/when it becomes available. No telephone requests or collect calls will be accepted. NASA Clause 1852.215-84. The solicitation and any documents related to this procurement will be available over the Internet. In accordance with FAR 52.236-27 Site Visit (Construction), offerors are urged and expected to inspect the site where the work will be performed. An organized site visit will be held. Time and location will be stated in the IFB. No provision in this notice in any way obligates the Government to pay any bid preparation cost. All contractual and technical questions must be submitted in writing to the primary and secondary points of contact stated in this notice. Questions shall be submitted in written form via email. Only requests received and answered by formal written response will be binding. Oral and other interpretations or clarifications will be without legal effect. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Contractor shall provide the personnel, materials, and facilities, except as otherwise specified in this contract, necessary to perform the work and to furnish the items specified in the SUPPLIES AND/OR SERVICES TO BE PROVIDED clause of this contract in accordance with the various sections of the NASA Specifications titled "Wallops Airfield Repair Project, Phase 8", dated June 28, 2021, and Drawing Nos. 20014 through 20043 titled "Wallops Airfield Repair Project, FCLP Phase 8 (RUNWAY 10-28, TW-A)", dated June 28, 2021, incorporated in Section J as Attachments B and C, respectively; and the Safety and Health Plan, incorporated in Section J as Attachment E.
