The Draft Town Center Waste Water Master Plan Study. Please email comments to rmccarthy@norfolk.ma.us. The Town of Norfolk (Town) relies on on-site wastewater disposal systems (septic systems) for the majority of Town development. The one exception is the municipally owned Wastewater Treatment Facility (WWTF), which the Town acquired in 2015, located on Meetinghouse Road (Meetinghouse Road WWTF). This existing facility provides sewer service to a limited geographic area of the Town Center up to a design flow of 30,000 GPD. Beginning in 2019, the Town began pursuing potential zoning changes to Town Center parcels referred to as the B1 Zoning. These B1 Zoning changes were presented and accepted at Annual Town Meeting in Spring 2021. With the existing zoning in the Town Center area evolving, there is potential for development changes in Town Center based on the new zoning, increasing the need for additional off-site wastewater treatment. Refer to Attachment A for the B1 Zoning information including the zoning Article from the Spring Town Meeting warrant and meeting minutes from the Spring Town Meeting. The Planning Board will host a presentation by Woodward and Curran later this summer with a date and time to be determined On-site wastewater systems limit the development potential of a parcel, as area is needed to facilitate the septic system. In order to support economic development within Town Center and align with the B1 Zoning initiatives, the Town began evaluating options for expanded uses with the existing WWTF, as well as exploring options to design and permit additional wastewater capacity. The Town Planning Department submitted an application to the Department of Housing and Economic Development Housing Choice Grant Program and was awarded a grant (Housing Choice Grant) to initiate a wastewater study (Wastewater Master Plan) that will focus on providing a long-term sustainable wastewater solution for Town Center. In June 2020, utilizing the Housing Choice Grant, the Town contracted with Woodard and Curran to facilitate this Wastewater Master Plan Study. The main objective of this study is to evaluate the Town's options for municipal wastewater services above and beyond its current operations. The goal of the study is to provide the Town with a phased, long-term sustainable Wastewater Master Plan that provides an approach to determine the full utilization of existing infrastructure, as well as a path to economic development and vitality within the confines of the Town Center District. Through this study, Woodard & Curran explored options for the highest and best use of the existing WWTF, as well as investigate potential for the expansion of existing facilities. This report is a summary of the work to date on this effort.
