As of December 20, 2021, an engineer has been selected for the project. Bidding is estimated to take place in August of 2022. *The closed solicitation has been included below for reference: Padre Dam Municipal Water District (District) is requesting proposals from qualified professional engineering consultants to design the Interstate-8 (I-8) Unencased Pipeline Crossings Replacement (Project). The design phase for the Project is part of the District's Capital Improvement Program (CIP) for Fiscal Years 2018- 2022 that sufficiently funds the maintenance and replacement of aging infrastructure and facilities ensuring safe, reliable, and long-term operation of the water and sewer systems. The District anticipates the construction phase will be fully funded in the subsequent CIP. The primary goal of the Project is to reduce the District's risk exposure from water main breaks within Caltrans right-of-way and to ensure reliable potable water service is continually maintained. The primary potable water transmission system for the Eastern Service Area, sometimes referred to as the "Backbone" system, consists of steel pipeline ranging in diameter from 16-inch to 33-inch. The system was installed in the early 1960's prior to the construction of the I-8 Freeway. Around 1969, I-8 was constructed and the existing Interstate crosses over the existing steel pipeline in two locations. Records indicate that no casing was installed around the pipelines when I-8 was constructed. Although the District has adequately operated and maintained the "Backbone" system over the years, the District is concerned about the Interstate crossings. First, the layout creates significant impact on the ability for the District to access, inspect, and repair these portions of the transmission main. Second, the transmission system was not constructed to today's freeway crossing standards typically governed by Caltrans. Third, the aging of the transmission main increases the risk of leaks and failures. A significant pipe leak under I-8 with limited or no access to conduct repair or construction work would pose a number of significant problems including increased time for repair, increased shutdown time to residents and businesses, potential damage to the freeway, and traffic impacts/disruptions. Therefore, the goal of this Project is to address these concerns with long term permanent solutions. By engaging an engineering consultant to develop design plans and technical specifications for use during construction, the District could reduce the liabilities for water outages and damages in the area. The method of contractor selection has not been determined at this time.
