The City of Santa Paula Department of Public Works (City) invites qualified contractors to submit an application for prequalification for construction of the Water Recycling Facility (WRF) Advanced Water Treatment Facility (AWTF) Project. The project work will include construction of: Site grading CMU process building Feed pump station High-flux nanofiltration system Two-stage, (high and low pressure) reverse osmosis filtration system Chemical precipitation processes Screw press sludge thickening system Brine concentration and storage system Welded steel tanks Instrumentation and controls and electrical systems associated with the processes listed above Piping, valves, pumps, and other work required to make a complete and operable facility The project will be completed within the existing plant site and construction sequencing will be coordinated with the City to maintain operation of the existing WRF. The AWTF is designed to treat a side-stream of the WRF treated effluent, up to a flowrate of 1,000 gpm, resulting in blended WRF effluent with a chloride concentration less than 110 mg/L to meet existing permit requirements. Average daily WRF flows are currently 1.5 to 2.5 MGD. Prequalification is mandatory for all potential bidders. Any general contractor who wishes to bid on the project must submit a prequalification application by the deadline and be determined eligible by the City or they will not be allowed to bid on the project. Prequalification is not required for subcontractors. However, the City may require, as to subcontractors, post-bid qualification review.
