The project consists of the following major elements: Construction of a 4 million gallon prestressed concrete wastewater equalization tank, 5.5 million gallon per day equalization pump station, approximately 750 linear feet of sewer force main, approximately 700 linear feet of gravity sewer, flow meter and tank flow control vaults, and associated appurtenances. Contractor shall submit qualification information as outlined in the Instructions to Bidders along with bid. Award, if award is made, will be to the lowest responsive, responsible bidder on the lump sum bid on the bid proposal form. Each bidder must deposit with his bid, security in the amount of five percent (5%) of the amount of his maximum bid price subject to the conditions provided in the Instructions to Bidders. In accordance with provisions of TCA 62-6-119, the name, license number, expiration date thereof, and license classification of the contractors applying to the bid for the prime contract and for major subcontracts shall be included with the bid. Any and all Bids not meeting the aforementioned criteria for Bid submittal, will be declared nonresponsive and void, shall not be opened or considered. The Owner reserves the right to waive any informalities or to reject any or all Bids, to evaluate any Bid, and to accept any Bid which in its opinion may be for the best interest of the Owner. No Bids will be received or accepted after the above specified time for the opening of Bids. Bids submitted after the designated hour will be deemed invalid and returned unopened to the Bidder. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond in the amount of one hundred percent (100%) of the Bid. No Bidder may withdraw his Bid within ninety (90) days after the actual date of the opening thereof. Bidders are required to certify, under penalty of perjury, that bids have been prepared without collusion with other bidders, subcontractors, suppliers, etc. This certification is included with the Bid Proposal which each Bidder must sign in the space provided. This project is subject to the requirements and regulations of the Tennessee Department of Environment and Conservation and of any applicable State and local codes.
