Site Inspection Before submitting a proposal, each proposer should make all investigations and examinations necessary to ascertain all conditions and requirements affecting the full performance of the contract and to verify any representations made by the City upon which the proposer will rely. If the proposer receives an award as a result of its proposal submission, failure to have made such investigations and examinations will in no way relieve the proposer from its obligation to comply in every detail with all provisions and requirements of these documents, nor will a plea of ignorance of such conditions and requirements be accepted as a basis for any claim whatsoever by the contractor for additional compensation. Scope of Work 3.1. Windy Hill Playground Scope of Work The City is currently about to bid out and award a contract for the construction of a new park called Windy Hill Park in Brentwood Tennessee. As part of that project the city has included funding for a playground. The city is looking for a Summer of 2024 installation date for the playground when the site is ready by the general contractor building the park. Please take this into account when designing playground. Note: All playground companies are encouraged to be creative in their proposal process. Each company may submit a maximum of 3 proposals. The budgeted amount is set at not to exceed $150,000. Lowest price submitted will not be the only consideration. The City reserves the right to negotiate from any proposal submitted and vendor pricing must remain valid for a minimum of sixty (60) days from the proposal submission deadline. Proposals must include these minimum requirements for playground equipment: 1. Equipment should be designed to safely accommodate large numbers of participants. Extra consideration will be given for equipment that serves participants with all levels of disabilities. Extra consideration will also be placed on equipment designed for the ability of a person to stay in a wheelchair to use a play feature. The playground area is approximately 10,000 square feet. (See attached layout ). Note: Site amenities such as benches, trash cans, etc. are included in the park plans and should not be included with playground proposals 2. Base proposals must include installation of playground mulch surfacing. As an alternate pour-in-place surfacing may be submitted with each proposal. Unit pricing for surfacing must be provided. The City reserves the right to add or remove surface type quantities as part of the final accepted proposal. 3. Shade is a high priority and should be designed accordingly. 4. Play equipment that are encouraged to be included: Swings, Zip Lines, Slides, climbers, etc. Note: The original owners of the property flew a small general aviation airplane and used this property as an airstrip, so aviation-themed features will be considered a plus during evaluation. The City does not, however, want the entire playground to be aviation-themed. 5. Posts may be of your choosing but must be a minimum of galvanized steel with powder coating or acceptable equal (to be determined by the City). No wood products or recycled plastic will be accepted. 6. All metal surfaces of structure must be industry approved paint. Colors will be selected by the City after award of contract. 7. Tamper-proof stainless bolts are preferred as is a bolt through system. However, overall considerations will outweigh either. (If your best system is a clamp system, please propose clamp). 8. Consumer Product and National Playground Safety standards must be met as well as ADA minimum standards. Extra weight will be given to additional safety or ADA considerations. Following installation, the City will require a letter from the successful company stating that the equipment meets Consumer Products Safety and National Playground standards and specifications and has been properly installed. 9. The City has sole authority to choose the proposal that best meets the desired needs of the park community. Proposals will be judged on: Safety Number, type, and size of components. Retail value of components included in proposal as well as play value. Aesthetics Special amenities such as city logos, etc. Reputation of equipment from other users and long term warranties. Availability of the representative for service, delivery and installation date. Flexibility will be a plus. Proposal package and ease of disseminating necessary info. 10. All components must be individually priced. If a vendor submits multiple proposals, the City reserves the right to mix and match components from an individual vendor's proposals to customize an overall preferred playground design.
