Major items of work include: Removing and Replacing Storm Sewer Pipes, Inlets and Manholes Install an Underground Detention System Associated Pavement Work Landscape and Tree protection and Completed Associated Appurtenances The project to be constructed will be financed with assistance from the General Land Office (GLO) under the U.S. Department of Housing and Urban Development Community Development Block Grant - Disaster Recovery (CDBG-DR) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the City of Bellaire Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and labor surplus area firms are encouraged to submit bids. Each bidder is required to submit a cashier's or certified check issued by a bank satisfactory to the City of Bellaire, or bid bond from a reliable surety company, payable without recourse, to the order of the City of Bellaire, in an amount of not less than 10% of the total amount of the bid submitted as a guarantee that the bidder will enter into a contract and execute all necessary bonds within 10 days after notice of award of the contract to him. The City of Bellaire reserves the right to reject any and all bids, to waive any and all technicalities, and to accept any bid that it deems advantageous to it. Bids may be held by the City of Bellaire for a period not to exceed 90 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders qualifications prior to the contract award.
