Over the past several years, Public Works Operations Maintenance group have compiled an ongoing list of storm drain pipes and structures that are in need of repair and/or replacement. Over time, the pipes have cracked due to age, tree roots, construction activities, etc. and in some cases, pipe material such as corrugated metal pipe (CMP) has rusted, rotted where there are holes in the pipes. Based on the condition of the pipe, if there are no holes or significant cracking, the storm drain pipe can be cured-in-place pipe (CIPP) lined to avoid trenching in the street while being able to preserve the existing pipe and extending its life. A storm structure such as a manhole or catch basin may need to be installed for some sections where pipes are CIPP lined since it requires 2 access points to perform CIPP lining, at both ends of the pipe. In the cases where the pipes that have holes and are cracked, a full replacement will be needed. Pipe replacement in the streets may require additional work such as striping, sidewalk, curb and gutter, and curb ramp due to the location of the existing storm drain pipes. There are existing pipes that are 10-inches that will need to be upsized to 12-inch per the Storm Drain Master Plan and storm drain design standards. Part of this project includes upsizing pipes to meet minimum design standards. Due to the upsizing of the pipes, the connected catch basins will have to be removed and replaced. In some cases, 10-inch siphon pipes will remain and will only be CIPP lined. Storm drain areas where they are only siphons is recommended to only be CIPP lined, as they are not connected to the storm drain system, their only function is to convey storm water from a high point to a low point for drainage. The purpose of rehabilitating and repairing the storm drain system is to reduce chances of flood risks by making sure that the storm system is properly maintained and functioning.
