Supervisory Control and Data Acquisition (SCADA) Programmable Logic Controllers (PLC) Upgrades Project Description:The Work to be performed under this Contract includes the upgrade of the existing Supervisory Control and Data Acquisition (SCADA) system that monitors and controls the wastewater treatment plant (WWTP) and related remote facilities to include the programmable logic controllers (PLCs), operator interface terminals (OITs), Human Machine Interface (HMI) software, associated communication systems as specified within the Contract Documents. This project is being procured jointly by the Pepper's Ferry Regional Wastewater Treatment Authority and its other member jurisdictions, specifically the Town of Pulaski, Virginia, either or both of whom may be referred to herein as "OWNER," as applicable to the context. No bidder may withdraw their Bid within 90 days after the date of Bid opening. A separate performance bond and payment bond each in an amount equal to one hundred percent (100%) of the Contract price will be required. Carriers must be authorized to do business in the Commonwealth of Virginia. The Owner reserves the right to reject any Proposal for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion. The Owner further reserves the right to reject any and all Proposals or to Award the contract which in its judgment is in the best interest of the Owner.
