Site work and new construction of a military facility in Quantico, Virginia. Conceptual plans call for the construction of a military facility; and for site work for a military facility.
Per the owner, as of January 25, 2022, this was a solicitation for market research. The owner states that no contract was awarded or will be awarded in the near future. Closed solicitation has been included below for reference. .................. The Federal Bureau of Investigation (FBI) requests submission of information related to facility design, construction, products and technologies of, for or related to indoor, large (i.e. 20,000+ square feet), multi-story live fire shoot house (LFSH) facilities. Relevant information will relate to indoor shoot houses used by law enforcement personnel to develop and improve tactical skills. Shoot houses of greatest interest to the FBI at this time are those which allow: Dynamic, multi-person team clearing of rooms, hallways, stairs, shafts, etc., Discharge of all types of ammunition to include: live fire, lead based service rounds, non-lead rounds, frangible rounds and simunition/marker rounds in a 360 degree direction, Enable "mission rehearsal" in various space types: private residences, offices, motels, bank lobby, theater, factory, school, etc., Enable discharge of both handguns and long guns (up to and including .308/7.62 service ammo discharge), Forced entry techniques through doors (both mechanical (i.e. ram & pry door breaching approaches) and explosives breaching), Use of flashbang/diversionary devices, Judgmental shoot/don't shoot engagements, and Real world tactical simulation and experiences. Incorporation of an indoor flat range (15-yard firing distance x 10 shooting bays (each bay @ 5' wide)) as part of the LFSH. Indoor range shall have the same space attributes/capabilities as LFSH (i.e... low light, no light, noise production system, minimize occupant exposure to atmospheric contaminants, etc.) More narrowly, some specific areas/systems of FBI interest include: Targetry systems used in LFSH's Bullet stopping and containment systems used in LFSH's Ballistic wall systems Wall types (i.e. air gap approach, ballistic rubber approach, etc.) Ability to reconfigure/move walls quickly and easily Fire resistance data Blast overpressure pressure resistance Incorporation of door systems Wall capability Critical angle of bullet impact on wall surface at which ricochet will occur Ammo calibers that walls will contain (and not ricochet) bullet and bullet fragments Number of rounds received by wall panel before requiring maintenance Wall system blast pressure resistance Fire resistance data Wall maintenance frequency and procedure Flooring systems Ability to capture and contain errant rounds Fire resistance data Floor slip resistance data Blast pressure resistance Fire resistance Approach to overhead ballistic containment in the LFSH, Approach to access control into the shooting area such as controllable door locking systems which allow range safety officer to control personnel entry, Incorporation of rappelling entry capability into facility, Incorporation of capability for assault team to approach LFSH by helicopter/fast roping techniques, Incorporation of vehicles into tactical training scenarios Approach to incorporating a VIP viewing area which allows guests to safely observe training action Approach to live fire stairwells (both interior and exterior stairwells) Incorporation of windows in and at perimeter of the live fire area, Incorporation of "Special Systems" to at least include: Special lighting systems Selectable/adjustable lighting levels to create full, low and no light training environments, Video cameras, recording and playback systems for post exercise critique/review Noise production systems for maximum sensory overload in shooting area Smell production systems for maximum sensory overload in shooting area Smoke/fog production systems Integrated control of all "special systems" Incorporation of emergency stop buttons in the live fire area that when pushed will provide immediate ques for a stop in training action and send a help signal to emergency response personnel Support areas such as: Weapons cleaning area/rooms Range control room Areas/rooms for pre-exercise planning and staging Storage areas/rooms (for maintenance equipment, targetry, etc.) i.e. warehousing capability with Range Tech office space and oversight of day-to-day operations. Classroom areas for assault planning and post assault critique Observation platforms/catwalks for instructors and range safety officer Fire Suppression/Sprinkler System approach Approach to/systems for collection of spent brass Tactical training furniture/props to simulate different settings such as private residences, multi-unit residential, hotels, schools, commercial/office, warehouse/manufacturing HVAC Ventilation approach in shooting area - how minimize personnel exposure to atmospheric lead and non-lead (i.e. copper, etc.) elements which are released upon weapon discharge Heating, cooling, humidity control approach Special acoustic/noise control measures Other live fire shoot house related products, systems and/or information. Firms are invited to submit for any of the above areas of FBI interest: Sample Scopes of Work Product data and/or literature Test results, safety data, performance data, evidence of patents, etc. Sketches - floor plans, cross sections and/or pictures Cost/Pricing information Delivery timelines for past projects Past client lists to include locations of facilities where previously worked size of facility cost of facility Owner point of contact name, position and current contact information Information should be submitted to FBI Contracting Officer Mr. Dennis Alber at dgalber@fbi.gov by no later than close of business on Friday, August 13, 2021. Information should be submitted in PDF format only. Information submitted will become property of the FBI upon FBI receipt. All trade secret and/or proprietary information submitted shall be clearly marked as such by the submitter. This Request for Information is not a solicitation for proposals. No payment shall be made by the Government for information submitted. Based on information provided in response to this RFI, the FBI may request capability briefs for the purpose of enhancing the FBI's understanding of products and/or capabilities available in the marketplace related to shoot house design and construction. Thus, respondents are asked to also indicate as part of the RFI response an available date and time to set up an in-person meeting during the week of Sept 7-10 of no more than (1) 4-hour block of time within that week. Please list three time slots that you would prefer to in person present and further explain the information provided at Quantico, Va. The method of contractor selection has not been determined at this time.
