SOURCES SOUGHT Construction of Quantico Maintenance Facility located in Quantico, VA This is a sources sought notice only; it is not a request for competitive proposals. There are no solicitations, specifications, and/or drawings available at this time. This Sources Sought Notice is for informational purposes only to determine the interest, and availability, of potential qualified contractors. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. The Government intends to use responses to this Sources Sought to make appropriate acquisition decisions for the project. NO AWARD will be made from this Sources Sought notice. ALL INTERESTED FIRMS SHOULD RESPOND TO THIS NOTICE NO MATTER WHAT BUSINESS SIZE UNDER THE NAICS CODE 236210. Project Description: The Norfolk District, Corps of Engineers is conducting Market Research to identify potential Sources for the Construction of Quantico Maintenance Facility at the Marine Corps Base, Quantico, Virginia. The stakeholder/customer for this project is the Department of Defense Education Activity (DoDEA) Americas' schools at Quantico. The project entails the construction of a semi-permanent building to provide essential support for the site maintenance team, addressing their displacement due to the transition to the new Middle High School and the impending demolition of existing temporary structures. The chosen location for this structure will be near the school campuses, a strategic decision to minimize the distance from the actual work site, as opposed to situating it at the (old) Burrows School. The primary requirement is the design and construction of a semi-permanent pre-engineered building that can effectively cater to the diverse needs of the maintenance team. This includes accommodating lawn maintenance operations, supporting the baseball field, and facilitating minor building maintenance tasks. The building must adhere to stringent specifications, requiring it to be heated, cooled, well-lit, weather-tight, and secure. The initiation of the project involves a thorough survey to determine the precise size of the facility based on the maintenance team's needs and an examination of the site to identify the most cost-effective and optimal location. The scope of work encompasses creating a space large enough for 4 to 7 workers, establishing parking facilities for both workers and visitors, and providing storage for three commercial zero-turn lawn mowers. Additional considerations include designated areas for hanging motorized and manual tools, storage and bench space for spare parts and basic maintenance, and provisions for daily records keeping. The multifunctional aspect of the building extends to a partitioned space catering to baseball field support, storage of related equipment, hazardous material storage, signage and scoreboard support, and winter snow removal equipment. Important characteristics for the building's functionality include the provision of phone and internet services, security measures against break-ins, watertight and weather-resilient construction, insulation for year-round use, electricity, a water source for drinking, handwashing, and light cleaning, a unisex toilet, a shower, a hose bib for equipment cleaning, and an air compressor. Additional considerations involve the establishment of a permanent access road and parking facilities for the workforce, a visually appealing yet simple design, and potential provisions for open but covered storage for trailers and seasonal equipment. Importantly, the project must be completed no later than the beneficial occupancy date (BOD) of the new Middle High School The anticipated Contract Completion Date is 180 calendar days after Notice to Proceed. The Contracting Officer has classified this requirement as Commercial and Institutional Building Construction, North American Industry Classification System (NAICS) code 236210, with a small business size standard of $45 million. In accordance with FAR 36.204, the magnitude of construction for this project is between $1,000,000.00 and $5,000,000.00. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. It is requested that interested sources submit to the contracting office a brief capabilities statement package (no more than 3 pages in length, single-spaced, 10 point font minimum) demonstrating ability to perform the requested services identified in this survey. Response Requirements: 1. Offeror's name, addresses, CAGE code, UEI code, points of contact, telephone numbers, and e-mail addresses. 2. Offeror's business size to include each designation as Small Business, 8(a) contractor, HUBZone Certified Small Business, Service-Disabled Veteran Owned Small Business, and Woman Owned Small Business. For 8(a) Contractors, please include proposed graduation date from the 8(a) Program. 3. Offeror's bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 4. Provide a narrative indicating the primary nature of your business. Narratives shall demonstrate experience in a similar type of work as described, at a similar contract value, and in a similar location. 5. Description of Experience - Provide two (2) to three (3) examples of successful projects similar to requirements described above, within the past five (5) years. If a specialty sub-contractor is used, the sub-contractor shall also provide work examples and experience. Based on definitions above, for each project submitted include: a. Current percentage of construction complete and the date when it was or will be completed. b. Scope of the project. c. Size of the project. d. Dollar value of the project. e. The portion and percentage of work that was self-performed. Contractors will be required to submit bonding documents prior to award. Bonding documents are not required for this Sources Sought Announcement. This Sources Sought Announcement is not a request for competitive proposals. No evaluation letters and/or results will be issued to the respondents. No solicitation exists and solicitation requests will not be acknowledged.
