The work is located at East Portal Diversion Dam approximately five (5) miles southwest of Estes Park, Larimer County, Colorado at the end of Tunnel Road/CO 66. The work be performed includes the following: remove existing concrete in specified locations; cast-in-place reinforced concrete overlay inside of the existing concrete spillway, anchoring into the partition wall; and furnish and install a rubber flap gate on each spillway inlet bay. The solicitation will be issued on or around September 29, 2021 for Total Small Business SetAside. Proposals will be due approximately 30 calendar days after the solicitation is issued. Proposals will be received at the Bureau of Reclamation's Missouri Basin Regional Office, 2021 4th Avenue North, Billings, Montana. The method of procurement will be Federal Acquisition Regulations Part 15 - Negotiated Competitive, issued for Total Small Business Set-Aside. Once issued, the solicitation may be downloaded from SAM.gov. All responsible contractors may submit a proposal that will be considered by the Bureau of Reclamation. The estimated price range of this acquisition is $250,000 to $500,000. The North American Industrial Classification Code is 237990, Other Heavy and Civil Engineering Construction. The small business size standard is $39.5 Million. Effective July 29, 2012, any contractor interested in doing business with the Federal Government must register in the System For Award Management (SAM) database prior to award of a contract. SAM is a Federal Government owned and operated free website that consolidates the Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). The vendor's Duns and Bradstreet number and banking information are required for registration. Contractors may obtain information on registration and annual confirmation requirements at the SAM website at SAM.gov or by calling 1-866-606-8220. Payment requests for the anticipated contract must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform (IPP) system. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register access and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via e-mail ippgroup@bos.frb.org or phone (866) 973- 3131. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal.
