Contractor must be qualified under Rule, 14-22, Florida Administrative Code - Work Class(es) CFCR Transit Phase 2 North Signals TRC Members (Subject to Change) : Charles Heffinger Tammie Andrews Tricia Labud The Florida Department of Transportation (Department) has issued this Request for Proposal (RFP) to solicit competitive bids and proposals from Proposers for the design and construction of the wayside signal and grade crossing warning systems that are a part of the next phase (Phase 2 North) of the Central Florida Commuter Rail (SunRail) Transit system. The design and construction work includes all design, engineering, construction, testing and commissioning as required for the wayside signal (including Positive Train Control, PTC) and grade crossing warning systems for approximately 12 miles of commuter rail service between the DeBary SunRail Station (M.P. 761.82) and to the northern terminus of the Central Florida Rail Corridor (CFRC) Right-of-Way at M.P. 749.57. Contract Amount/Limit: $11,993,436.00 - Actual commitment and final execution of this contract is contingent upon an approved legislative budget and availability of funds. Estimated Contract Time: 680 Calendar Days Stipend Amount: $50,000.00 All Design-Build Firms and/or their key personnel shall have a minimum of five (5) years of experience in design of railroad wayside signal systems and railroad grade crossing warning systems. This experience shall be documented separate from the Design-Build Firm's past performance information in the Letter of Interest. The experience information shall include a minimum of three (3) projects where the Design-Build Firm and/or the key personnel have completed the design of wayside signals and grade crossing warning systems. The experience information shall include the Engineer of Record for the wayside signal system and grade crossing warning system design, including registration as a Professional Engineer in Florida and the experience of the key personnel. The experience section shall not be counted toward the 10 page limitation. The successful Design-Build Firm, or its' Sub-contractors, whichever entity employs the individuals performing the Signal Work, shall be a railroad employer as defined under the Railroad Retirement Tax Act, ACT, 26 USCS 3231(A). The Design-Build Firm can use a subconsultant to meet the professional service work type prequalification requirements. The Design-Build Firm cannot use a subcontractor to fulfill the railroad construction prequalification requirements. In accordance with Conflict of Interest Procedure for Department Contracts (Procedure 375-030-006), the following Firms participated in the development of the conceptual plans or Request for Proposal for this Project and are restricted from participation on a Design-Build Firm without approval from the District Five Secretary. The Firms identified below may not represent a comprehensive list. Firms not listed below who performed services or who are later retained to perform services on this Project are subject to restriction unless an exception is obtained from the Department. AECOM Technical Services - Contract Number C8D18 Jacobs Engineering Group, Inc. - Contract Number C9F89 PREQUALIFICATION REQUIREMENT UNDER 14-22 F.A.C.: Work Class 40 - Other Work Classes Requested, for this project contractors must be prequalified in Other Work Class of Railroad Construction. This project involves encroachment of railroad right-of-way.
