Bids must contain: o A statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120(1)(b). o Confirmation that bidder will comply with the statement in the bid document regarding compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 3141 et seq. "Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage".. The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the County it is in the public interest to do so. The Washington County Board of Commissioners reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the County. Bidders are solely responsible for ensuring receipt of their bid by the Purchasing Division. All bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids. Failure to be registered will be sufficient cause to reject a bid as "non- responsive." Licensing per ORS 468A.720 (working with asbestos) is not required for this project. Bidders must conform to the requirements of these bid documents and all related, applicable laws. Contractor will demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program. The County does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labour and Industries and the Construction Contractor's Board list of contractors ineligible to receive public works contracts. The project is within Washington County Land Use & Transportations Walnut Street Center, located at 1400 SW Walnut St., Hillsboro, OR 97123. Work consists of footings, foundations and structural concrete slab, supporting a pre-engineered steel structure, nominally 82' L. X 45' W. X 23' H. The steel structure is enclosed with metal roofing and metal siding on three sides, with the fourth side open up to 14' AFF. Lower walls on three sides are poured-in-place concrete (up to 8'AFF) with metal siding above. A single 3'X7' hollow metal door & frame, along with a 12'X14' coiling service door provides access at the south end and rear of the structure, respectively. The project also includes associated excavation, site grading, storm drainage, sanitary drainage (trench drain in building routed through oil/water separator), and electrical work, including lighting and basic utility power.
