The Department of Veterans Affairs (VA), Network Contracting Office 23 (NSO23) and Nebraska-Western Iowa Health Care System (VA NWIHCS), Omaha, NE Division intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for Project Number: 636-19-301 Correct Mechanical Deficiencies. This project will require the contractor to provide all tools, materials, equipment, labor, and supervision necessary in accordance with the construction documents for completion of the project. The purpose of this project is to install three (3) boilers inside Building 2 that services the Omaha VA Medical Center. During the duration of construction, steam production must remain available with a n+1 redundancy. The project will include demolition of existing boilers. The duration of the period of performance should not exceed 425 calendar days from the issuance of the Notice to Proceed (NTP). The applicable NAICS Code under this acquisition is 238220 - Plumbing, Heating, and Air-Conditioning Contractors with a $16.5 Million small business size standard. In accordance with VAAR 836.204(f), the magnitude of construction cost range is between $5,000,000.00 and $10,000,000.00. A bid bond will be required for this project and the awardee will be required to have the capability of obtaining payment and performance bonds. Solicitation Number 36C26321R0155 for this effort is tentatively scheduled to be posted to SAM.gov Contract Opportunities (https://sam.gov/content/opportunities) on or about August 23, 2021; however, the solicitation posting date may be delayed. The solicitation will contain all necessary specifications, drawings, and other information necessary to provide a proposal on the project. Amendments to the solicitation will be posted to the referenced web site and the solicitation. All parties must obtain the solicitation, construction documents, and amendments to the solicitation through SAM.gov Contract Opportunities web site. Hard copies will not be mailed or made available. No questions will be addressed until the after the closing date for questions/clarifications/inquires as listed in the solicitation. The date, time, and location of the Pre-Bid Site-Visit will be announced upon solicitation issuance. The solicitation will be issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information and Technology Act of 2006, Sections 502 and 503, as a set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. In accordance with VAAR 819.7003(b), at the time of submission of offers and prior to award of any contract or task order, the offeror must represent to the Contracting Officer that it is a (1) SDVOSB eligible under VAAR 819.70; (2) small business concern under the NAICS code assigned to this acquisition; and (3) listed as a verified SDVOSB in VIP database at www.vip.vetbiz.gov. In addition to being SDVOSB certified, all respondents must be registered in System for Award Management (SAM) database (http://www.sam.gov) and complete the Online Representations and Certifications Application, and if applicable Vets-4212 Report at (https://www.dol.gov/agencies/vets/programs/vets4212) prior to award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. GENERAL SCOPE OF WORK. The purpose of this project is to install 3 boilers inside Building 2(Located on Eastern half of Campus off Waesche Drive). These boilers serve the Omaha VA Medical Center and are classified as mission critical. Steam production must remain available (with a n+1 redundancy) during the duration of construction. The project will include demo of existing boilers,installation of new equipment, and steam/condensate piping. The contractor shall Provide all labor,materials, tools, equipment, and construction services necessary to complete the construction of the project described herein. Work includes general construction, electrical and other trades as required to provide a complete and finished product.
