The objective of the project is to replace the existing sewers and street pavement at various locations within the City and County of San Francisco. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement is 15.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 15.00% LBE Subcontracting Participation Requirement. The LBE subcontracting requirement is less than 20% due to the specialty work, including but not limited to, removing obstruction requiring internal reaming from existing sewer prior to lining work; cured-in-place lining of existing 12-Inch and 16-inch diameter sewer; 14-inch nominal SDR 17 HDPE by pipe bursting method; mortaring of existing 3'x5' or 4'x5' brick sewer; etc. The specialty work on this Contract has limited LBE subcontractor availability to perform such work. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 - Instructions to Bidders, "Bidder Qualifications" and Section 00 45 12 - Safety Prequalification for additional information. A Class "A" California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
