Contract Award Date: Aug 10, 2022 Contract Award Number: 12445522P0032 Task/Delivery Order Number: Contractor Awarded Unique Entity ID: MQ6RJGMEDV44 Contractor Awarded Name: Low Impact Excavators, Incorporated Contractor Awarded Address: Ely, MN 55731 USA Base and All Options Value (Total Contract Value): $243019.00 The U.S. Department of Agriculture, Forest Service announces an opportunity on the Superior National Forest for the removal and replacement of the existing asphaltic pavement which is currently in place at the Ely Seaplane Base (ESB). This work shall include the following items of work; Demolition and removal of the existing pavement, shaping and preparing the gravel base for the new pavement, correcting drainage issues, pavement markings, traffic control and other incidentals to complete the work as detailed in this Plan. All existing asphaltic pavement: The road, the parking lot and any other area shall be removed by milling where feasible. The contractor shall grade and shape the existing base (at ESB) for proper drainage as detailed on the Plan or as directed by the CO. The grade at the ESB shall be prepared for the placement of the HMA pavement. The replacement of three fuel sumps located near the approaches to the docks and the fuel pumps and the replacement of the existing underground fuel lines between sumps and pumps. This work requires saw cutting a section of the apron and replacing. The metal containment structures for the sumps must also be replaced with well monitoring type manholes to the same elevation as the adjacent asphalt. The 14' wide access road west of the hangar building must be widened to 18'. The total length of this road is 36'. This will require a new gate and fence panel installation. Construct a drainage swale approximately 75' in length from an area South of the hangar building between adjacent to and along the north edge of Shagawa Road sloping Westerly to the west property line. Fill must be placed between the hangar and Shagawa Road to repair the erosion which has occurred. The work is subject to the Construction Wage Rate Requirements statute, formerly known as the Davis-Bacon Act, and is set-aside for small businesses. See attachments for complete details and quote submission instructions. This announcement constitutes a solicitation for construction issued as a Request for Quote (RFQ). In accordance with FAR Part 13, no previous synopsis was posted subject to FAR 13.105(a) with reference to the exception found at FAR 5.202(13). Interested contractors must be active on www.SAM.gov at the date and time quotes are due to be eligible for award. Quotes submitted by contractors without an active record in www.SAM.gov will not be considered. The solicitation is posted to www.SAM.gov and no hard copies of the solicitation, supporting documents and applicable amendments, if any, will be provided. No reimbursement will be made for any costs associated with providing information in response to this solicitation or any follow up information requests. See attachments for more information. Contractors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to or during the conference; however, contractors will be asked to confirm verbal questions in writing. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The project consists of, but is not limited to the following major items: 1.
