This project involves installation of approximately 3,650 feet of 24-inch and 5,725 feet of 30-inch waterline along the south side of Hwy 79, installation of approximately 16,000 feet of 16-inch waterline parallel to the existing HOT transmission line between TX 95 and FM 973, and installation of 5 pressure reducing valves (PRVs) throughout the distribution system. Bids must be submitted on the Bid Form provided, and must be accompanied by a bid security in a penal sum approximately equal to and not less than five percent (5%) of the total amount of the bid. The security may be in the form of a certified check, cashier's check or bid bond furnished by a reliable surety company having authority under the laws of Texas to write surety bonds in the amount required, with such security made payable without recourse to the City of Hutto. The envelope containing the bid shall indicate clearly on the front that it is a bid for Solicitation RFP 21-04 Transmission and Distribution Waterline Improvements. State statutes including wage and hour provisions and contract regulations must be adhered to as they relate to this Project. Contractors will be required to comply with all applicable Equal Employment Opportunity laws and regulations. A cashier's check, certified check, or acceptable Bid Bond, payable to the order of the City of Hutto, in an amount not less than five percent (5%) of the total Bid must accompany each Bid as a guarantee that, if awarded the Contract, the Bidder will promptly enter into the Contract and execute forms contained in the Contract Documents within seven (7) days after the Notice of Award. Performance and Payment Bonds shall be executed on forms furnished by the Owner and shall be in an amount of 100 percent of the Contract price, from a solvent surety company authorized to do business in the State of Texas and acceptable to Owner. It shall be necessary that the Contractor increase the face amount of the Bond to equal each net increase, if any, in the original Contract price. The City expects to issue a Notice of Intent to Award to the Contractor within two (2) business days of the bid opening. The Contractor will have 10 business days to return the executed contract documents to the City. The right is reserved, as the interest of the City may require, to reject any and all bids based on past experience with the prime contractor and/or his listed subcontractors, and to waive any informalities in bids received. The right is also reserved to eliminate a portion of the work or add additional work as required to keep the total contract amount within the funds budgeted. The City of Hutto also has the right to award any parts or combination of parts of the project it deems necessary.
